The Portland Development Commission (PDC) is
soliciting proposals from qualified consultants to pre­
pare plans for secondary roadways and recreation,
and to prepare development guidelines for the
Columbia South Shore Urban Revewal Area.
We are an equal opportunity employer and request
sub-bids from minority and women subcontractors.
Considerable contact with developers, property own­
ers, and public officials will be needed. A strong
team of landscape architects, transportation plan­
ning/engineering and recreation planners is required.

A portion of this project is financed through the
Community Development Block Grant Program with
funds obtained from the U.S. Department of Hous­
ing and Urban Development. The entire contract
will be subject to regulations of the Department of
Labor and Housing and Urban Development.
Attention is called to Federal provisions for Equal
Employment Opportunity, Affirmative Action, HUD
Section 3 requirements, and the minimum wages as
set forth in the contract documents.
Sealed proposals will be received only at the o ffice
of the City Engineer, second flo o r. C ity Hall,
205 S.E. Second, Hillsboro, OR. until 11:00 a m.,
M onday, August 31, 1987.
The general nature and approximate quantities of
work are as follows:
Construct 600' of 32' wide street, with curbs and
sidewalks both sides, and related appurtenances.
Contract documents may be obtained from the
Office of the City Engineer, City hall, 205 S.E.
Second Avenue, Hillsboro, OR 97123, at the cost of
$10.00, non-refundable, plus an additional $3.00 for
mailing.
No bids will be considered unless the bidder states
that provisions of ORS 279.350 and Federal Fair
Labor Standards shall be complied with.
"Any or all bids may be rejected for good cause."

The Portland Development Commission encourages
participation of Minority/Women Business Enter­
prise contractors in its projects. The established
Commission goals for participation is nine percent
(9%) for Minority Business Enterprises and nine
percent (9%) for Women Business Enterprises.
Copies of the proposal package and submission
requirements are available at the PDC offices, atten­
tion Charles E. Olson, 1120 S.W. Fifth Avenue,
Suite 1102, Portland, Oregon 97204-1968, (503) 796-

Final Planning
Completed
Final planning documents on a $28 million office com­
plex were signed recently in Portland between Gulf Oil
Company of Nigeria and an international joint venture
partnership, Yost Grube Hall, Portland, and FMA Archi­
tects, Lagos, Nigeria. FMA is the largest locally owned
architectural firm in Nigeria.
The office complex, to be followed by a $25 million hou­
sing development, will be used as company headquarters
for all of Gulf's operations in Nigeria.
The project is situated on 50 acres of land on Nigeria's
Lekki Peninsula, and will include a four-story office build­
ing with parking, annex and support facilities.
YGH is no stranger to Africa, having done extensive
architectural and planning work in Khartoum, Sudan and
the surrounding region. The firm has been involved in
three agricultural research stations and two urban office
towers in the north African country of 18 million people.
A new YGH project in Sudan is the planning and design
of a new national archives building in the capital city of
Khartoum.
