In the FY 1986-87 budget, the City Council appropria­
ted $61,215 for Citizen Participation Activities for the
Housing and Community Development Program. The
six Northeast HCD neighborhoods (Boise, Eliot, Hum­
boldt, King, Sabin and Vernon) were allotted $15,000 of
the monies to carry our their activities.
In August of 1986, the N.E. HCD Neighborhood
Associations formed a comm ittee to organize and coor­
dinate a spring clean up as their CPA project. The com ­
mittee contracted w ith Mr. Bob Donaldson to be the
N.E. HCD Livability Coordinator.
Mr. Donaldson coordinated the efforts of the Clean-
Up Committees from the individual neighborhoods and
structured and implemented the project plan.
The Northeast Neighborhoods feel they were able to
get more mileage out of the $15,000 through this joint
venture as compared to attem pting six separate pro­

the common bond between Neighborhood Associa­
tions: To improve the Quality of Life in their Communi­

jects between Neighborhood Associations in the future.
