It is the policy of the Port of Portland Commission
through a commitment to the minority and female
business enterprise community, to establish goals
whereby minority and women owned businesses
have the opportunity to participate in Portwide and
airport construction contracts and professional ser
vices and are given the opportunity to bid on airport
concession leases and service contracts, and

The objective of the fiscal year 1987 Minority Busi
ness Enterprise Program is to stimulate minority bust
ness enterprise participation in the Port s competitive
bidding process and in airport concession leases and
service contracts; and
NOTE This is Set Aside work and may be bid only
by enterprises certified by the Oregon Department of
Transportation (ODOT) or the City of Portland as
Minority Business Enterprises or Women Business
Enterprises
That such a program consists of:

Installation of approximately 410 lineal feet of
, inch water line and 20 lineal feet of 6 inch water
tna, relocation of one fire hydrant, including val
ves and fittings, trenching; backfilling, thrust
blocks; and asphalt pavement and curb replace
ment

A goal of 10 percent participation by minority
business enterprises and 3 percent participation
by women-owned enterprises in Portwide con­
struction projects

A goal of 10 percent participation by minority
business enterprises and 3 percent participation
by women owned business enterprises is feder­
ally funded airport construction.

Special efforts are made to solicit the interest
of minority and women consulting firms in the
selection process for consulting services
Bids must be on the bid form which will be provided
to prospective bidder, and must be accompanied by

Portland in an amount equal to at least ,0 percent of
the total amount bid
and women owned firms shall have
maximum opportunity to participate in the con
cession and consumer service agreements at

officer with full responsibility to organize the
program and coordinate efforts with the con­
tract. construction, and leasing officers to en-
sure the success of the program through accom-
plishment of the above stated goals
