And 90 percent o f Black babies, whose mothers are between the age o f 15 and 19, are bom out o f wedlock But more signific antly. most o f these children arc raised in futhcrlcss homes Although the problem o f children having children spans all o f American toeiety, many Black leaders have de clared that it is their number one con cem John Jacob, President ot the Na tional Urban League, recently said that. “ We cannot talk about strengthening the Black community and lamily with out facing up to the fact that teenage pregnancy is a major factor in high un employment, the number o f high schtMil dropouts and the numbers ot Blacks below the poverty lin e .'' Researchers have determined that youngsters who get pregnant often have a history ot tee I mg deprived and neg lected Many have been abused or raped It is therefore not surprising to find that statistics for child sexual abuse are also rising throughout the U S O fficial reports o f abuse began to mushroom in the ’ 70s and betweeen 1976 and 1982 the number o f cases reported to the American Human Society increased more than tenfold While Assistant D i rector of the Family Violence Research Program at the University o f New Hampshire.
