Ecumenical Ministries mourns loss of Rev. John W. Qarlington
Ecumenical M inistries mourns
deeply the death of its new presi­
dent. the Reverend John Gar ling-
ton. pastor of Maranathu Church
and his wife Yvonne. Our sympa­
thy goes out to their family, the
Maranatha Church, the Albina
M inisterial Alliance and the w i­
der church community.
John Garlington was a unique
individual. He was a bridge-build-
er. He built new bridges of
understanding between the Black
community and the white commu­
nity. between the traditional
churches and the evangelical
community, between the police
and the citizens of Portland. |ohn
was a prophet who spoke nut on
issues of poverty, oppression, and
racism. |ohn was a reconciler
who brought out the best in
antagonists. Hu had the uncanny
ability to cut to the heart of an
issue and bring mutual under­
standing.
Whether it wus the alienation
of Christians from one another,
the strife of race with race, the
w arfare of the classes, the con­
tention among nations or the
threat of nuclear destruction.
John was a prophot, a bridge-
builder. a reconciler. His commit­
ment to justice and pence, his
deep compassion and prophetic
insight w ill lie deeply missed.
But most of all. fohn was a good
pastor who loved his peoplo and
was deeply committed to the
gospel of Josus Christ.
His talents, compassion and
tor of Ecumenical Ministries of
Oregon, stated. “ When I remem
ber John Garlington. I think of the
scripture verse— And what is
required of us—to do justice, and
to love kindness and to walk
humbly w ith your God.' " John
Garlington was the personifica­
tion of that scripture.
"W hat made John so important
to this community of people of
color, confusion and struggle was
his ability to help those around
him see w ith his eyes — the pain,
the injustices and the hope and
the promises. He w ill not fade
from us—we must continue to
share his eyes," stated Barbara
George.

Recently the Portland Branch
NAACP issued a new "fa c t sheet."
It has linen some years since the
shoot had been updated, accord­
ing to Ora Nunloy. Branch Presi­
dent.
"W e felt that there is still a lot
of misunderstanding about the
function of NAACP ns an organi­
zation. its relationship to the
National NAACP. how its money
is raised and spent, etc., so we
have issued a new sheet for dis­
tribution to the public, libraries,
schools, etc.," M rs Nunley stated.
"NAACP" is almost a house­
hold word like Coca-Cola. Nunley
noted but like Coca-Cola, few
people really know what's in it.
For instance, the new sheet points
out what the NAACP is. and what
it is not. Two areas where there
has bran constant confusion.
Mrs. Nunley said, are in our
function. We ore a political action
organization not a social agency
and we are a "legal redress"
group not a "legal a id " society
Another area of misunderstand­
ing stems from the fact that we
are just what we say: a "Branch"
of a National non-profit corpora­
tion incorporated in New York
State, so a good deal of our p ro
gram is in support of the National
effort. We maintain a Washington
Bureau, whose Director is now
Althea Simmons, but was pre­
sided over for many years by the
late Clarence M itchell who was
sometimes called the "fifty-first
Senator."
NAACP also maintains a Voter
Education Project headed by Jo­
seph Madison who is headquar­
tered in Detroit. The Observer is
printing the NAACP fact sheet as
a public service to its readers.

General Meeting: For almost 40 years your Portland Branch has
been meeting on the third Sunday of the month at 4 00 p.m.. except in
July and August, when only the Executive Committee moots NAACP

Who Decide* NAACP Programs und Policies?
The Membership Branch members instruct delegates to Area,
Regional, and National moetings. The number of delegates a Branch
may have is basod strictly on the number of members they have.
Betwoen National Conventions a Board of Directors guides NAACP.
Board members are elected at the local Branch level and at the
National Convention. NAACP. you see. is a democratic, grass roots
organization freo from outside pressure.
Whut Is a Ixxa l Branch Program?
As noted from above, not a small part of the local program must
be focused on supporting the National program Programs at the local
level are also guided by the policies worked out in itionni Convention
—such ns Education, Labor, Economic Development, etc. This Branch
has a long record of interest in Labor problems and Education. It was
NAACP leadership that helped obtain the bast civil rights laws in the
Nation. However, enforcement of those laws has never been wha, it
should be. The Portland H unch would like more members who can
givo timo to this problem NAACP favors a citizens' review board with
teeth for the Police Department. NAACP has boen drawing attention to
tho evils of Apartheid in South Africa since 1948 whon tho NATS took
over.
