N W. — The prospect o f another convenience store operated by ARCO, an Atlantic Richfield company, is not welcomed by the Eliot Neighborhood Associa tion or existing businesses in the area. James Valentini, a real estate de veloper for Atlantic Richfield, said the intersection o f Union and Fre mont was, " A hell o f a location. The access is g ixxl and the strip needs economic development We are w ill ing to take the risk o f going in to change the area and encourage other businesses to move in .” Valentini said the site would have two gas pumps and a 24-hour conven ience store Peggy Rush-Williams, co-owner o f the Gingerbread Book store, welcomed the idea o f a gas station but said it would serve the community better if it was full service. Williams and other members from the Eliot Neighborhood Association agreed that the area did not need another liquor outlet. "W e have five liquor outlets w ithin five blocks o f one another. The area is saturated,” she noted. Williams also expressed a concern about the existing businesses to com pete with a large multi-national cor poration. "A R C O w ill compete with a city project — Union Square — which does not need competition from a major corporation, especially in the convenience store category,” she added Valentini said businesses in the area were afraid o f competition. “ Let the marketplace dictate where gas and food stores are located. I t ’s an unfair assumption to say we will lower our prices just to drive out competi tion.” Larry Wilson, proprietor o f Con venient Food Mart in Union Square, said he was not alraid o f competition, but that ARCO had a history ol being Urban League announces finalists The search committee o f the Port land Urban League has announced the following finalists for the position o f president o f the Portland Urban League. The finalists in alphabetical order arc: Leonard Benton, Chief Executive Officer o f the Oklahoma City Urban League, Herb Cawthorne, City o f Portland, and Lawrence Lakey, Chief Executive Officer o f the Tulsa Urban League. M ath festival slated Thirty-six high schools and .30 mid die schtxtls in the Portland Com m un ity College district have been invited to participate in the college's fifth annual Math Festival slated for Sat urday, A pril 27 at the PCC Sylvania Campus. The festival begins at 8:30 a.m with a contest involving five cate- goris: Open, algrebra II, geometry, algebra I and non-algebra. Contest will be structured in the manner o f the state contest, and the top 10 per cent from each contest category will be invited to the State Math Compe lition scheduled for May 11 at Oregon State University. There arc bars all around, their gas prices are higher and in the summer an armed guard lets people come in three at a time. It has done nothing for this community other than bring in minimum wage jobs while taking money o u t.” Wilson added that he was con cerned with community employment offered by ARCO. ARC O told the neighborhood association they would hire from the community. Valentini said, "W e do not have trained people in the area now. But they can move from gas attendants, to cashiers and maybe managers. ARC O does not want to create an image o f a big bully, but they also do not want their prop erty to lose value. We are taking a risk.” On March 26. the Eliot Neighbor- hixxj Board drafted a list o f concerns and expectations for ARC O to meet: — I Recruit and tram all positions from the immediate area. —2. Employ a litter patrol. — 3 Have the building design re flect the historical contributions o f the area. —4. Implement a full-service gas station. —5. Invest profits from site into the community. —6. Keep prices competitive with area. —7. Restrict liquor sales and rot- gut wine The association stopped short o f advocating a boycott if their concerns fell on dcat ears at ARCO. However, strategies are currently being developed to combat corporate arrogance and to prevent their neighborhixxl from turning into a commercial concen tration camp ARCO is expected to go before City Council for liquor license approval within the next two weeks.
