Invitation to Bidders
CITY OF SPRINGFIELD
Public Works Improvement Project
Sealed bids will be received by the Finance Department of the City of
Springfield, 225 North 5th Street, Springfield, Oregon, until 2:00 p.m., the
5th day of April, 1984. for the Construction of the following public works
project in the City of Springfield:
1983 84 Construction of Curb Ramps in existing sidewalks at various
intersections throughout the City 183 520 07)
Bid documents are available from the Department of Public Works of the
City of Springfield. 225 North 5th Street, Springfield. Oregon 97477 for a
non refundable fee of $20.00
The project will be funded in whole with monies made available by the U.S.
Department of Housing and Urban Development under the Housing and
Com m unity Developm ent Act of 1974. The receipt of these funds
necessitates compliance with certain Federal Regulation.
In accordance with ORS 279 039, the City of Springfield will require tha, no
bid a, a total cos, of $10,000 or over shall be received from any contractor
who has no, filed with the Department of Public Works a Prequalification
Statement on forms prescribed by the, department a, leas, 30 days prior to
the date of bid opening and been found to be prequalified except tha, said
forms need be filed only one time in any calendar year
No bid will be received or considered by the public body or any officer of the
public body unless the bid contains a statement by the bidder as pan of the
bid that the provisions regarding prevailing rates of wage required by ORS
279.350 and the Davis Bacon Act (40 USC 276a et seq) as may be ap
plicable, shall be complied with.
All bidders must be willing to comply with the applicable provisions of the
Equal Employment Opportunity Ac, of 1972; The Civil Rights Ac, of 1964,
as amended; Section 3 of the Housing and Community Development Ac, of
1974, as amended; and Executive Order 11246 (as supplemented in 41 CFR,
Part 60).

Notice is hereby given that sealed bids for the construction of Drain
Library/Community Building at Drain, Oregon will be received by the Drain
City Council until the hour of 2:00 p.m ., Tuesday, April 24, 1984, at the
Drain City Hall, ,29 Wes, "C" Avenue, Dram. Oregon. Bids will be publicly
opened and read aloud immediately thereafter

The work consists of construction of a wood frame building of a p ­
proximately 10,000 square feet in floor area: and associated site develop
men, work.
Deposits will be refunded upon the return of the bid documents in good
condition by actual bidders within ten days following bid opening. Non
bidder deposits will be refunded only if documents are returned in good
condition no later than the date of bid opening.
The Contractor's compliance with the Executive Order and the Regulations
in CFR Part 60 4 shall be based on its implementation of the Equal Oppor
, unity Clause, specific affirm ative action obligations required by the
specifications se, forth in 41 CFR 60 4.3 (a), and its efforts to meet the
goals. The hours of minority and female employment and training must be
substantially uniform throughout the length of the contract, and in each
trade, and the contractor shall make a good faith effort to employ minorities
and women evenly on each of its projects. The transfer of minority or
female employees or trainees from Contractor to Contractor or from project
to project for the sole purpose of meeting the Contractor's goals shall be a
violation of the contract, the Executive Order and the Regulations in 41 CFR
Part 60 4 Compliance with the goals will be measured against the total
work hours performed.
The Contractor shall provide written notification to the Director of the Of
fice of Federal Contract Compliance Programs within ten (10) working days
of award of any construction subcontract in excess of $10,000 at any tier for
construction work under the contract resulting from this solicitation. The
notification shall list the name, address and telephone number of the sub
contractor; employer identification number of the subcontractor; estimated
dollar amount of the subcontract, estimated starting and completion dates
of the subcontract; and the geographical area in which the subcontract is to
be performed
As used in this Invitation to Bidders, and in the contract resulting from this
solicitation, the "covered area" is the City of Springfield. Oregon
The City of Springfield reserves the right to reject any or all bids, to waive
minor irregularities not affecting substantial rights, and to accept such bids
tha, in the opinion of the Springfield City Council are in the best interest of
the City of Springfield.
