In addition, he is keenly aware o f the limits o f government and wilt be an asset to the diligent efforts o f the Sunset Review com m ittee." And (he Hazardous Sub stances Task Force allows me the opportunity to once again try to im prove the health and quality o f life in the workplace for Oregon's w ork force.” The Interim Committee on Sunset Review was created during the regu lar session by H B 2940. The com mittee will review criteria determin ing whether a state agency should be continued or terminated, and review agancies proposed to come into existence. It will hear testimony and make recommendations to the 1983 Legislature. Toxic substances was a major is sue in the regular session, although legislative efforts to protect workers from exposure to dangerous chemi cals were stymied. The House Task Force on Hazardous Substances in the W orkplace will work to develop Representative Jane Cease (D - Portland) was appointed Tuesday by House Speaker G rattan Kerans to co-chair the Joint Interim C o m mittee on M o to r Vehicle Code, and to serve on the Joint Interim C om mittee on Revenue and School F i nance. The Interim Committee on M otor Vehicle Code, mandated by the pas sage o f H B 2031 during (he regular session, w ill be co-chaired by Sena tor Dell Is ham The committee, comprised o f members with a trans portation an d /o r legal background, w ill study revisions made to the O re gon M otor Vehicle Code to insure that no substantive changes were in advertantly created It will also re commend new changes which were not in the scope of the 1983 revision, provide a process for public input, and report its findings and recom mendations to the 1983 Legislative Assembley. The Joint Interim Committee on Revenue and School Finance will study issues related to taxation such as "Son o f Measure 3 ." and ways to finance public education. M atthew Prophet, Superin tendent o f the Portland Public Schools, will report to the School Board Thursday night that the dis trict's elementary students’ achieve ment grew substantially in reading, mathematics and language use at ev ery grade level. Achievement is above the national level in each grade and subject and the relative levels o f achievement are greater the higher the grade level. The achievement o f Black stu dents has been, on the average, two grade levels lower than that o f white students. Since the Board adopted the recommendation o f Dr. Asa H il liard, its chief consultant on the De segregation Plan, that student achievement be the main goal, Black student achievement has risen faster than that o f white students. The rate o f gain o f average Black student achievement scores in the last two years for the three basic skills has been 67 percent higher than that o f white students. In mathematics and reading the gain has been over 100 percent, or twice that o f white students. One o f D r. Prophet's main goals has been to upgrade the Early C h ild hood Education Centers in inner Northeast Portland. Eliot exceeded the district average in all subjects and grades, except third grade mathematics, in the Spring 1983 tests. Eliot and Irving ton historically have scored at the district average. Over the past three years Sabin has showed consistent growth and by Spring o f 1983 was about average.
