Education employment, which normally declines after the summer closure o f schools, dropped further than expected as a shrinking education dollar and budget un certainty among local school dis tricts cancelled some summer activi ties. The downward trend o f Oregon's seasonally adjusted unemployment rates, which began last November, was broken in July when the rates moved back up sharply to 9 .9 % , This is .8 o f a percentage point above the June level. The Oregon Diffusion Index, a measure o f future employment growth gave a mirror-image of the unemployment rate by dropping from 57.4 in June to 50.8 in July.
