Metropolitan Transportation District of Oregon (Tri-Met) at the Portland
Budding, 1120 8 .W . 6th. Meeting Room "C" at 10:00 a.m ., Monday.
August 2 9 .19B3 for the purpose of coneidering a giant amendment applica­
tion for the Benfield Light Rail Transit (LRT) Project. This amendment
proposes to add purchase of 7 light rail vehicles to the 26 already funded.
No additional funding ia requested for this project since it is covered within
the funding levels established in the Full Funding Agreement for the Ban
field LRT Project between Tri-Met and the Urban Mass Transportation
Administration

No persona, famdtee or h usinasses wM be displaced by acquiring 7 additional
vehicles.
The acquisition of additional vehicles does not result in any adverse impact
which would require a supplemental Environmental Impact Statement.
Accessibility for the elderly and handicapped to the light rail vehicles will be
provided by wayside lifts on platforms at stations and space and tiedown
arrangements within the vehicles will accommodate wheelchairs
A statement of Tri-Met'» proposed charter bus service Is available for in­
spection at the Tri-Met Administration offices.
Tri-Met will not be engaging in school bus operations.
There will be no further direct impact on private transportation enterprise by
the acquisition of 7 additional vehicles
At the hearing. Tri-Met will afford an opportunity for interested persons oi
agencies to be heard with respect to the social, economic and
environmental aspects of the projects. Interested persons may submit orally
or in writing, evidence and recommendations with respect to the project.
A copy of the application for a Federal grant for the project, an environ­
mental review, the transit development plan for the area, and a statement
of proposed Charier Services are currently available for public inspection at
Tri-Met, Planning Et Development Division, 4012 S.E. 17th Avenue, Port­

Plans and specifications may be obtained at the office of the Beaverton City
Purchasing Supervisor. 4950 SW Hall Blvd., Beaverton. Oregon 97006,
telephone 644-2191, ext. 238/262. upon receipt of a non-rt/undable fee of
110.00 for one complete set of documents. All checks shall be made
payable to the City of Beaverton.
Each proposal must be submitted on forms prescribed by the City and
accompanied by a certified check, cashier's check or bid bond in an amount
equal to ten percent (10%) of the total amount bid. The successful bidder
will be required to furnish a bond equal to one hundred percent (100%) of
the amount of bid for the faithful performance of the contract.
No bid will be received or considered unless the bid contains a statement by
the bidder as a part of his bid that the provisions of ORS 279.360 and ORS
279.364 will be complied with.
This project is financed through the Community Development Block Grant
Program with funds obtained from the U.S. Department of Housing and
Urban Development. The contract will be subject to regulations of the
Departments of Labor and Housing and Urban Development.

Notice of Public Hearing
Notice is hereby given that a public hearing will be held by the Tri-County
Metropolitan Transportation District of Oregon (Tri-Met) at the Portland
Building. 1120 S .W . 5th Avenue. Second Floor, Meeting Room "C " at
10:00 a.m.. Monday, August 29. 1963. for the purposes of considering
projects for which federal assistance under Section 3 of the Urban Mass
Transportation Act of 1964, as amended, is being sought.
The total grant application is for »106,664 of which »124,996 is the Federal
share and »41,866 is the local share. The project is an intensive technical
assistance program for Tri-Met's current or prospective Minority Business
Enterprises (MBEs). Tri-Met intends to issue a formal Request for Proposal
for the provision of technical assistance services designed to overcome
problems incurred by MBE's including financing, bonding and insurance,
marketing, cost estimating, accounting, general management, evaluation
of bids or proposals and limited patronage by prime contractors.
No person, families or businesses will be displaced by this project.
This project does not have any significant environmental impacts.
Special needs of the elderly and handicapped will be addressed by this
project according to their qualification as Minority Business Enterprises.
The project is currently under review by the A-96 Clearinghouse and will be
included in the FY '83 annual element of the Transportation Improvement
Program.

graduated three years later. He re­
ceived the Juris Doctorate degree
