tions.
A n impasse was reached Saturday night in talks between union nego­
tiators and the Pacific Shipbuilder's Association, said Clarence Briggs,
executive secretary o f the Pacific Coast District M etal Trades Council.
The council is composed o f 11 unions whose members are employed by
nine shipbuilding and ship repair companies in the ports o f Oakland, San
Francisco. Seattle, Portland and Tacoma.

opinions were asked by pollster Lou Harris. Business groups listed were
Business Roundtable, U.S. Chamber o f Commerce, National Associa­
tion o f Manufacturers, American Business Conference, Federation of
Independent Business Highest "very effective" rating went to Round­
table, but that was only 16 percent. Others got 10. 7. 3. 2 percent respect­
ively. A ll did fair-to-m iddling in the "somewhat effective” category. U n ­
der "hardly effective” Roundtable showed up best with 16 percent
again, others in order got 34. 31, 30, 32 percent.
T h a O reg o n Forest P ro d u c ts T ra n s p o rta tio n A sao clatio n voted
unanimously Sunday to begin a referendum drive to overturn the recent­
ly enacted 2-cent state gasoline tax.
The truckers will attempt to collect more than 42,000 signatures to
place the gas tax issue on the November 1984 general election ballot. V o t­
ers have rejected similar gas and weight-mile taxes in recent years. The
Legislature approved the increases but did not include a referral to vot­
ers.
The first increase o f 1 cent would go into effect Jan. I , 1984, with the
second penny added a year later. Truck weight-mile taxes would go up 13
percent each year under the legislative proposal.

who wanted them to drive an American-made model.
Business at Anna's Family Restaurant in suburban Cincinnati dropped
after workers at a General M otors Corp, plant a block away discovered
that the owners drove a Swedish-made Volvo.

Sealed proposals for the construction of the North 13th Avenue Pavement
Overlay will be received by ths City o f Cornelius until 2:00 p .m ., local time,
August 11, 1983. end then will be publicly opened end reed.
Major items o f work include the resurfacing of 1,160 l.f. of N. 13th Avenue
(440 tons of asphalt concrete) end the installation of 280 l.f of 4-foot wide
concrete sidewalk; with the resurfacing of an additional 560 l.f. of N. 13th
Avenue (280 tone of asphalt) and tha Installation of 134 l.f. of concrete curb
as possible additive items of work.
Contract Documents may be examined st the office ot the City Manager,
City Had. Cornelius, Oregon, or at the office of R. A . W right Engineering.
Inc., 1340 S .W . Berthe Blvd., Portland. Oregon 97219. A copy of said
documents may be obtained at R. A . W right Engineering, upon a deposit of
Fifty Dollars (950 001 for each document The full amount of the deposit will
be refunded if documents are returned in good condition within ten 110)
day* after the bid opening.
This project m partially financed through the Community Development
Block Grant Program with funds obtained from the U .S . Department of
Housing end Urban Development. The Contract will be subject to
regulations of the Departments of Labor and Housing end Urban
Development.
Attention is called to ORS chapter 279 end State or Federal provisions for
Equal Employment Opportunity. Affirmative Action, H U D Section 3
Requirements, and the minimum salary and wages as set forth in the
Contract Documents.

the City of Cornelius in an amount not lees than ten percent (10% ) of the
total amount bid.

employer-paid health insurance premiums greater than $70 per month
would be considered taxable income o f the employee. This would mean
higher taxes for an estimated 30 million workers.
The Reagan Administration also testified in favor o f new taxes on
other employee benefits, such as discounts on merchandise for company
employees.
