A n impasse was reached Saturday night in talks between union nego­ tiators and the Pacific Shipbuilder's Association, said Clarence Briggs, executive secretary o f the Pacific Coast District M etal Trades Council. The council is composed o f 11 unions whose members are employed by nine shipbuilding and ship repair companies in the ports o f Oakland, San Francisco. Seattle, Portland and Tacoma. The truckers will attempt to collect more than 42,000 signatures to place the gas tax issue on the November 1984 general election ballot. V o t­ ers have rejected similar gas and weight-mile taxes in recent years. The Legislature approved the increases but did not include a referral to vot­ ers. The first increase o f 1 cent would go into effect Jan. I , 1984, with the second penny added a year later. Truck weight-mile taxes would go up 13 percent each year under the legislative proposal.
