workers (hey laid o ff during the recession, no mailer how strongly the

In reaponae to prediction* by Labor Secretary Donovan that the
unem ploym ent rate w ould drop lo 7.5% range in 1984. Lane
Kirkland recently pointed out that "the rale o f growth would have lo rise
quickly lo 7 or 8 percent of the gross national product,” lo achieve such
a lowering of the rate of unemployment. Furthermore, he noted, “ failure
to reach that level will mean that we're going to have millions of unem­
ployed workers and deprived young people for the foreseeable future.”

Becauae o f apodal break*. the actual federal corporate tax
ra te * paid in 1981 varied dram atically from Induatry to Induatry,
according to Tax Analysts, a consulting firm. Commercial banks actual­
ly had enough breaks to carry forward into 1982 and therefore paid no
taxes. The apparel industry, by contrast, had an effective corporate tax
rate of 39.7 percent. The average rate for all industries in 1981 was 20.5
percent.
The so-celled recovery la a w eek one Indeed, especially for the
w orking claa*. The projected growth rates for the rest of the year, and
the 3.1% increase in the gross national product (O NP) for the first
quarter, are well below historical averages for the initial stages of cyclical
upturns. And this "upturn" comes on Ihe heels of the most prolonged,

deepest, of post-war contractions.
The City of Portland's M t. Tabor Hydroelectric Station is expect­
ed to earn some $6 million over the life of a power contract with Portland
General Electric Company. The City Council recently approved the 30-
ycar agreement.
Mt. Hood Community College believes it has found a method of teach­
ing businesses a quick lesson or two.
The college he* opened the Center for C om m unity end Econom ­
ic D evelopm ent that will pull old and new programs together to help
firms educate and retrain workers as well as planning courses to update
knowledge of business owners and managers.
Center director Mike Dillon, formerly the college's personnel director,
will spend the summer planning a comprehensive approach to his mis­
sion. However, if a business calls today, he has some plans and programs
that will help.
