Commercial banks actual­ ly had enough breaks to carry forward into 1982 and therefore paid no taxes. The apparel industry, by contrast, had an effective corporate tax rate of 39.7 percent. Mt. Hood Community College believes it has found a method of teach­ ing businesses a quick lesson or two. The college he* opened the Center for C om m unity end Econom ­ ic D evelopm ent that will pull old and new programs together to help firms educate and retrain workers as well as planning courses to update knowledge of business owners and managers. Center director Mike Dillon, formerly the college's personnel director, will spend the summer planning a comprehensive approach to his mis­ sion.
