Mayor Ivancie proposes Rocky Butte tax M ayor Frank Ivancie is serious in his efforts to keep Rocky Butte ja il open after November 1983. Jim Kufncr, Ivancie'* administra tive assistant, said."W e now believe that we have the power o f the people to bring out a tax bill in M ay or A u gust for the continuing operation of R o cky B u tte j a i l , w hich w o u ld house 230 first-lim e prisoner* until 1987.” Ivancie, who reportedly w ant* to be the M a y o r o f Portland who has the so lu tio n to fig h tin g crim e, states, " W e have become the city with the nation's fastest rising crime rate. "Everyone in our criminal justice system ha* concurred on that point and called repeatedly fo r the most im p o rta n t rem edy fo r th a t crisis: more jail space,” Ivancie said. Kufner said, "W h e n the M u lin o - mah County taxpayers voted in the last election on state-wide regional jails , 33 percent who voted were in favor. Even though the ballot lost, we believe our strength is still out there.” The Oregon State Transportation Comm ission, which borrowed nine million dollar* from the federal gov ernment to purchase the land Rocky Butte sits in, along with $32 m illion to build M u ltnom ah C o u nty a new justice center, had told the federal government that the dem olition o f the old ja il would begin in N ovem b er, 1983. A n y o p e ra tio n o f Rocky Butte past that date could re q u ire the taxpayers to repay th at amount to the federal government. Ivan cie believes the people w ill pay to have part o f Rocky Butte re modeled while the remainder would be vacated and condemned. Rep. Jane Cease, C h a irm a n o f House Transportation C om m ittee, disagrees. " W e are not in the busi ness o f operating ja ils ," she said. " W e want Rocky Butte closed and I'v e introduced H B 2743 which w ill make Ivancie'* plan impossible." "T h e re is no doubt that we need m ore ja il space in M u ltn o m a h C o u n ty ,” said Portland C ity C om missioner M argaret Strachan. "B u t Rocky Butte is not the answer. We need a different location." C o u n ty C o m m is sio n e r O la d y * M c C o y , w ho h a* proposed a new ja il site, is gaining su p po rt. " T h e Edgefield M an o r would be the per fect answer and would cost the tax payer* less m o n ey." Commissioner M cCoy said. " I am a strong believer that m ental health care can play a m ajor role in straightening out the life of a first offender who has com mitted a misdemeanor." A combin ation mental health and correction* plan has not been tried in M u ltn o mah County.
