and Training Adminiatration, U S. Department of Labor, on July 23. 1982,
to provide em ploym ent, training and related aarvicea authorized under
Comprehenaive Employment and Training Act (CETA) Title* II AVC. IV A
and VII to unemployed, underemployed and economically diaadvantaged
residents of the City of Portland. Funding ia by formula and will total ap
proximately $2,980,664. The grant year is October 1, 1982 through Septem
ber 30. 1983

chasing Division, 1230 State Street S.E ., Salem, Oregon 97310 until 3:30
p m . Pacific Daylight Time on August 24, 1982 to furnish all labor, equip
ment and materials to provide janitorial services to the State of Oregon at
the Albina Human Resources Center, 5022 North Vancouver Avenue. Port

Pursuant to the Department of General Services Administrative Rule 125

International Airport to discuss all phases of the work
All proposals must be on the regular blank forms which will be provided to

be given a 2 per cent bidding advantage over bidders not making such ar

Installation of a Port-supplied 10-inch reduced pressure back-
flow prevention device and construction of a building to house
the device.

the bid opening If plans and specifications are damaged so as to preclude
their further use. or if they are not returned within the 15-day period, the en
tire deposit will be retained.
All proposals must be submitted on the regular forms furnished with the
specifications No proposal will be considered unless accompanied by a car
tified check, cashier's check, or bid bond payable to Douglas County, Ore
gon, for the amount equal to ten per cent of the total bid The successful
bidder shall furnish a performance bond satisfactory to Douglas County in
the full amount of the contract. The successful bidder, upon his failure or
refusal to execute and deliver the contract end bonds within ten days after
he has received notice of acceptance of his bid, shall forfeit to Douglas
County, Oregon, for such failure or refusal, the security deposited with his
bid.
Bidders shell note the requirements of the Environmental Protection Agency;
to be considered, the sealed envelope containing the proposal shall also
contain the completed and sinned forms of that agency, as noted in the pro
posal. This project has Federal funding.
Prospective bidders must qualify as provided in Oregon Revised Statutes.
Prequalification blanks may be obtained from the Engineers, or the bidders
may use standard AGC forms. Completed prequalification forma must be
filed with Douglas County at least 24 hours prior to the date specified for
opening of proposals.
The Board of Commissioners reserve* the right to reject any or all bids and
to waive informalities.
Bids may not be withdrawn for a period of 80 days following the time when
bids are submitted.
