Sealed proposals for construction of Street, curb and gutter; sidewalks and
storm drainage in the Southeast area of Pendleton by John Murray Jr. High
School, will be received at the office of the Public Works Director, City Hall,
PO Box 190, Pendleton, Oregon 97801, until 10:00 A .M . Pacific Standard
Time on the 17th day of May, 1982, and bids will be publicly opened and
read. Proposals are to be plainly marked "Streets - NSA II."
The work contemplated consists of constuction of street, curb and gutter,
sidewalks and storm sewer systems and performing other work as called for
in the contract or specified on the drawings.
Plans and specifications may be examined at the office of Community De
velopment and Housing, 114 SE First Street, Pendleton, Oregon 97801. A
copy of plans and proposal documents may be obtained from the CDEtH of
fice for a C 10.00 charge (this fee will be returned to all contractors that sub
mit a bid). Standard specifications may be obtained from the office of the
Public Works Director for $15.00. The City of Pendleton Standard Specifi
cations will apply to all construction work and it is the Contractor's respon
sibility to obtain the latest revisions made to the City of Pendleton Standard
Specifications (latest revisions, April, 1982).
Bidders must be pre-qualified in accordance with the laws of the State of
Oregon and submit pre-qualifications to City p rior to bid opening.
Each proposal must be submitted on the prescribed form and accompanied'
by a certified check or bid bond executed on the prescribed form payable tc
the City of Pendleton, Oregon, in an am ount not less than five per cen'
(5% ) of the amount bid.
The successful bidder will be required to furnish a bond for faithful perform
ance of the contract in the full amount of the contract price.
All Bidders must comply with ORS 279.350 and pay prevailing wage rates
set forth in statewide collective bargaining agreements in effect with any la
bor organization or Federal Labor Standards whichever is greater.
All prospective Bidders are hereby notified that Federal funds provided by
the U nited States Departm ent of Housing and Urban Developm ent
through its Community Development Block Grant Program will be used to
finance this project. Each bid submitted will be accompanied by an exe
cuted copy of the Certifications of Non-segregated Facilities contained
herein. The attention of the Bidders is directed to the requirements con
tained in the Contract documents, especially those relating to the Equal Em
ployment Opportunity and Labor Standards provisions.
Sealed proposals will be received in Room 412, City Hall, Portland, Oregon
97204 for items detailed herein until 2:00 P.M . on the dates indicated.

When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or a bid bond, payable to the City of Portland for an
amount not less than ten percent (10% ) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perform
ance of the contract, in the event the said contract is awarded to him.
N ON-DISCRIM INATION: No proposal or bid will be considered unless the
bidder is certified as an EEO Affirmative Action Employer as prescribed by
Chapter 3.100 of the Code of the City of Portland. All bidders not currently
certified should file the required documentation with the Contract Compli

dolldars ($1,000). Prequalification is not required for this work.

Applications from areas listed above will receive priority, but those applica
tions received from nondesignated areas will be considered if funds are
available after approvable applications from designated areas have been
funded.
Eligible borrowers must be private, nonprofit corporations or consumer co
operatives. At least 30 per cent of the borrower’s board of directors must be
residents of the community where the project will be located. A minimum
capital investment of one-half of one per cent of the loan is required. Sec
tion 8 Housing Assistance Payments will be available for funded projects.
