Commissioner Jordan was leading a
m a jo r d e p a rtm e n t, and he is a
Black man and in these time the two
never go h a n d -in -h a n d . I respect
C om m issioner Jordan fo r being a
man, however, the same cannot be
said fo r our Mayor.

o f Oregon Coach Rich Brooks, who
is a man.
When coach B ro o k s ’ p ro gram
came under fire , and as his players
were charged w ith v io la tio n s ; in
stead o f panicing and succumbing to
pressure put on by the press and
outside pressure groups to dismiss
certain players, Coach Brooks stood
erect in the pocket, never yielded,
told his players that he was behind
them and had the utmost confidence
in them . A nd believe me that does
mean som ething. Iva ncie never

means something.

Sealed proposals will be received in Room 412, City Hall, Portland, Oregon
97204 for items detailed herein until 2:00 P.M. on the dates indicated.
Plans and specifications may be obtained at the above address. For ad
ditional information telephone buyer at number listed.
When Bid Surety is required, proposals shall be accompanied by a certified
check, cashier's check or a bid bond, payable to the City of Portland for an
amount not lens than ten percent (10%) of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damages should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond for the faithful perfor
mance of the contract, in the event the said contract is awarded to him.

REQUEST FOR PROPOSALS

The City of Portland, Bureau of Planning, invites proposals from consultan
ts for data collection and analysis in conjunction w ith a Commercial
D istrict/A ir Quality Project. The Project will test whether auto trips, and
consequently air pollutants, can be reduced by providing convenience
goods and services in existing neighborhood commercial districts
For this phase of the Project, the consultant will develop information on the
needs of neighborhood residents and merchants in five preselcted target
areas in Portland The consultant is requested to perform the following two
tasks:
1) Design and administer a "needs survey" for each of the five target areas,
obtaining specific inform ation about the neighborhood residents, the
business district, and the store clientele, and
2)Analyze the specific factors in each target area which will contribute to
increased use of each neighborhood commercial district by pedestrians,
bicyclists, and one stop shoppers.

Completion of these tasks will provide the City of Portland with the infor
mation necessary for finishing its part of the Commercial D is tric t/A ir
Quality Project.
No bid exceeding $22,500 will be considered. The consultant is expected to
begin work on or before July 1, 1981, and to complete the work within three
months.
The consultant must be able to demonstrate compliance with the Equal
Employment Opportunity Affirm ative Action employer requirements of

TRADE ACT PETITION
The Oregon Employment Division has been informed that the following
Trade Act Petition was filed on behalf of the employees of the following

All workers of the zone Sales office in Portland who were laid off on or after
MAY 1, 1980, and on or before NOVEMBER 1, 1980, are eligible to apply for
Trade Act benefits.
The certification was amended on April 24 to include workers involved in
sales, parts and warehouse workers in the Portland zone sales office. The
Trade Act provides a variety of services for workers who lose their jobs or
whose hours and wages are reduced because of foreign imports. Workers
may be eligible for cash payments, training, job search and relocation
payments if the worker applies prior to moving.
If you were recently laid off from this firm and have been out of work for a
week or more since that time, you should contact the nearest Oregon Em
ployment Division office and inquire about assistance under the Trade Act
program. Job placement assistance is available whether or not you are
eligible for benefits under the Trade Act.
