is no evidence that the rule discrimi
nates against the Police Association

The "tw o -lis t” rule was proposed
by Commissioner Charles Jordan in
an e ffo rt to assist C ity bureaus, in
cluding the Police Bureau, to hire
minorities and to reach affirm ative
action goals. It was unanim ously
enacted by the City Council.
