ADVERTISEMENT FOR BIDS
Sealed bids will be recieved by the City of Cottage Grove at the City Council
Chambers, City Hall, Cottage Grove, Oregon, until 11:00 a.m., on the 7th
day of May, 1981, for the cleaning, testing, and sealing of existing sanitary
sewers, and will then and there be opened and publicly read. Bid proposals
received after the time affixed for opening will not be considered.
CITY OF PORTLAND INVITATION TO BID
Sealed bids for construction of Sixth and Alder Street and Lyleday Park Im­
provements in the City of Junction City, Oregon will be received by the City
of Junction City until 3:00 p.m. (POT), the 20th of May. 1981, at which time
lids will be opened in City Hall, 680 Greenwood, Junction City, Oregon and
publicly read aloud.
Sealed proposal* will be received in Room 412, City Hall, Portland, Oregon
97204 for item* detailed herein until 2:00 P.M. on the dates indicated.
The project consists of approximately 1690 lineal feet of street construction
with curbs and gutters and sidewalks, appro> imately 977 lineal feet of storm
sewer ranging in size from 10" to 24", and vai .uus iinpiuveuienis lu Lyktuay
Park. Also included are several additive alternates totaling approximately
570 lineal feet of additional street construction with curbs and gutters and
sidewalks, and additional work in the park.
When Bid Surety is required, proposals shall b$t accompanied by a certified
check, cashier's check or a bid bond, payabMto the City of Portland for an
amount not less than ten percent (10% I of the aggregate amount of the bid
as guaranty that the bid shall be irrevocable for the period specified in the
proposal. Said bond to be forfeited as fixed and liquidated damage* should
the bidder seek to revoke his offer for any reason not authorized by law and
not consented to by City within the irrevocable period, or neglect or refuse
to enter into contract and provide a suitable bond fo r the faithful perfor­
mance of the contract, in the event the said contract is awarded to him.

Schedule "G " - Sewer Cleaning, TV Inspecition and Sealing
The work consists of internal cleaning and television inspection only, of
2900 feet of b-incn sanitary sewer; 2800 feet of 8-inch sanitary sewer; and
900 feet of 18-inch storm sewer. Further work consists of internal cleaning,
television inspection, and sealing of 800 feet of 6-inch sanitary sewer; 100
feet of 8-inch sanitary sewer; 1800 feet of 10-inch sanitary sewer; 1500 feet
of 12-inch sanitary sewer; and 3oo feet of 18-inch storm sewer. All of the
above quantities may vary subject to conditions found during the inspection
phase.
The bid shall be based on unit price bids for the various sizes of sewers to be
, cleaned, inspected and/or sealed.
I The work of cleaning and inspection shall be performed within 30 calendar
days; and the sealing work shall be performed within 60 calendar days.
Specifications and Documents may be examined at City Hall, Cottage
Grove, Oregon, or obtained at the office of the Engineer, Roger L. Sinclair,
325 South Sixth Street, Cottage Grove, Oregon (phone 942-01261, upon
request.
Each bid proposal shall be made in the form set out in the C ontract
Documents and shall be accompanied by a certified check of Bid Bond
made payable to the City of Cottage Grove, Oregon, in an amount equal to
five (5%) percent of the total bid price.

279.350 and the Davis-Bacon Act, as may be applicable, shall be complied

All bidders must be willing to comply with the applicable provisions of the

1. The Offeror's or Bidder's attention is called the "Equal O pportunity

These goals are applicable to all the C o n tracto r's co nstructio n w ork
(whether or not it is federal or federally assisted) performed in the covered
area. If the contractor performs construction work in a geographical area
located outside of the covered area, it shall apply the goals established for
such geographical area where the work is actually performed. With regard
to this second area, the contractor also is subject to the goals for both its
federally involved and nonfederally involved construction.
I The Contractor's compliance with the Executive Order and the regulations
in 41 CFR Part 60-4 shall be based on its implementation of Equal Oppor­
tunity Clause, specific affirm ative action o bligations required by the
specification set forth in 41 CFR 6;-4.3(a), and its efforts to meet the goals.
The hours of minority and female employment and training must be sub­
stantially uniform throughout the length of the contract, and in each trade,
and the contractor shall make a good faith effort to employ minorities and
women evenly on each of its projects. The transfer of minority or female
i employees or trainees from Contractor to Contractor or from project to
project for the sole purpose of meeting the Contractor's goals shall be a
I violation of the contract, the Executive Order and the regulations in 41 CFR
Part 60-4. Compliance w ith the goals will be measured against the total
work hours performed.

ADVERTISEMENT FOR BIDS
3. The Contractor shall provide written notification to the Director of the
Office of Federal Contract Compliance Programs within 10 working days of
award of any construction subcontract in excess of $10,000 at any tier for
construction work under the contract resulting from this solicitation. The
notification shall list the name, address and telephone number of the sub-
contractor; employer identification number of the subcontractor; estimated
dollar amount of the subcontract; estimated starting and completion .dates
of the subcontract; and the geographical area in which the subcontract is to
be performed.
4 As used in this Notice, and in the contract resulting from this solicitation,
the "covered area" is within the City limits of Cottage Grove, Oregon.
All envelopes must be sealed and plainly marked on the outside showing
the name of the bidder, date and time of bid opening, the project name, and
the words, "Sealed Bids."
The City of Cottage Grove reserves the right to reject any and all bids.
A pre bid conference w ill be held May 1st, 1981, at the o ffic e of the
Engineer as stated above, at 10:00 a.m.

Oregon’s history.
Once completed, the Justice Cen­
ter w ill replace Rocky Butte Jail in
a dd itio n to housing fo u r co u rt­

of the Portland Police Bureau. Con­
struction is targeted for completion
by December 31, 1983.

Block Grant funds, the receipt of which will necessitate compliance with
certain federal regulations.

The City is preparing to develop a Three Year Community Development
and Housing Plan which will serve as the policy document and guide for
determining how $30 million in CDBG funds will be used in Portland. These
funds will be primarily used to benefit low and moderate income people
during the three years beginning 1982 through 1985.
In order to do this a 25 member Citizens Advisory Committee will be formed
to help develop and recommend a Three-Year CD Plan and Citizen Par­
ticipation Plan to Cit Council. The Committee, made up of and selected by
members of the community, must be ale to represent the needs of low and
moderate income households, elderly, handicapped, minorities, females,
neighborhood organizations (including persons who live, w ork, or own
property in the area), community-based groups that serve the needs of
lo w /M o d e ra te incom e people, com m ercial business and econom ic
development interests.
