PURPOSE: The levy in Part 'A' will be combined with the proceeds of Part I
B' to provide general operating funds to educate approximately 52,025 |
Portland school children through the twelfth grade during school year 1981-
82. Part A' provides $4,008,291 and Part 'B' provides $21,773,623 to meet |
the total projected budget deficit of $25,781,914. The money will be used
for operating expenses such as books, supplies, heating, cleaning, building j
maintenance, classroom programs, and personnel.

The Department of Housing and Urban Development will accept Preliminary Proposals foi
newly constructed and or substantially rehabilitated housing under the Section 8 Housing
Assistance Payments Program to be located in the Portland SMSA
Contract Authority in the amount o, »245.640 is being made available to provide assistance for I
an estimated 4 one bedroom units. 35 two bedroom units, and 10 three or more bedroom
units

Proposals may be submitted by private owners or Public Housing Agencies (PHA) owners for
direct contracting with HUD, or by PHA s on behalf of private owners with whom the PHA I
proposes to contract pursuant to an Annual Contributions Contract with HUD
Proposals will be accepted beginning March 1 ,961 and will continue to be accepted until con .
PURPOSE: The levy in Part 'B' will provide the necessary funds in addition
to the existing tax base and Part A' to meet the projected 1981 82 deficit
for the education of Portland's children. Part B' represents $21,773,623 of |
the necessary levy funds and will be paid from property taxes without state
financing. The money will be used for operating expenses such as books,
supplies, heating, cleaning, building maintenance, classroom programs,
and personnel.
The levy package represents the funds needed to maintain the quality of
education tax base was last reestablished by the voters in 1968. Because of
inflation and expected loss of state school support funds, this measure is
essential to prevent a serious decline in the quality of education for Portland
school children. If this measure is approved, $21,773,623 of taxes will be
totally financed by local taxpayers without any partial state payment and
will represent an estimated increase in the tax rate of $1.98 per $1,000 of
true cash value. The balance of the District's levy, $99,873,264, will be par
| tially paid by the state.

education that Portland's children have been receiving. The existing tax
base was last reestablished by the voters in 1968. Because of inflation and
expected loss of state school support funds, this measure is essential to
prevent a serious decline in the quality of education for Portland school
children. If this measure is approved, $96,373,267 of the taxes levied will be
financed partially by the State of Oregon, which will result in an estimated
tax rate of $8.77 per $1,000 of true cash value, exclusive of serial levies for
capital construction, but inclusive of the levy under the existing tax base.
Under the present law, the partial state payment will reduce this estimated
rate on homesteads to $6.14 The comparable 1980 81 rates were $8.51
and, on homesteads, $5.96
