Milwaukie Avenue Portland, Oregon 97202 SAE, Inc. 112 Fifth Avenue North Seattle, Washington 98109 id INVITATION TO BID Sealed Proposals for the construction of Bend Sewage Collection and Treatment Facilities, Contract No. 16, McGrath Road and Sludge Disposal Area, and Contract No. 30, Landscaping, addressed to the Recorder- Treasurer, City of Bend, Oregon, will be received at the office of the Recorder-Treasurer, City Hall, Bend, Oregon, until 10:00 a.m ., local time on the 15th day of September, 1980 and then will be publicly opened and read in the City Commission Room, 720 Wall Street. Bend, Oregon. The work contemplated for Contract No. 16 consists of clearing, grubbing, grading, base preparation and paving of a 1.2 mile section of McGrath Road, located approximately one mile north of the Bend Municipal Airport, Deschutes County, Oregon. Additional work will consist of construction of approxim ately six miles of barbed wire fence and rough grading ap proximately eight miles of road. The work contemplated for Contract No. 30 consists of landscaping ap proximately 10 acres at a wastewater treatment plant and several pump stations. Work will include providing all trees, shrubs, grass, topsoil, and miscellaneous landscaping materials in addition to an underground sprinkler system. Before a Contract will be awarded for the work contemplated herein, the Owner will conduct such investigation as is necessary to determine the per formance record and ability of the apparent low Bidder to perform the size and type of work specified under this Contract. Upon request, the Bidder shall subm it such inform ation as deemed necessary by the Owner to evaluate the Bidder's qualifications. Each proposal must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to the City of Bend, Oregon, in an amound not less than 10 percent of the amount bid. The successful Bidder will be required to furnish the necessary additional bonds(s) for the faithful performance of the Contract, as prescribed in the Contract Documents. City of Lincoln City City Hall Lincoln City, Oregon 97367 Bidders on this project will be required to comply with the provisions of the President's Executive Order No. 11246 and requirements issued thereunder. The requirem ents for Bidders and C ontractors under this Order are specified in the Contract Documents. Copies of the Plans and Specifications may be obtained upon application at the Portland office of S TR A A M Engineers upon payment of a deposit of $75.00; the deposit will be refunded upon return of the documents in good condition within 15 days after opening of bids. If the Plans or Specifications are damaged so as to preclude their further use, or if they are not returned within the 15-day period, the entire deposit will be retained. The Bidder’s attention is directed to the provisions of these Documents that relate to the utilization of minority business enterprises during the perfor mance period of the Contract. The Environmental Protection Agency Region X has adopted the following goals for this Contract: - Ten to fifteen percent of construction work (on a dollar basis) shall be performed by minority subcontractors. A pre-bid conference will be held in Lincoln City approximately two weeks prior to the bid opening. The confers, je will include a visit to each of the four pumping station sites included in Schedules B and D. The bidder shall satisfy himself as to the existing condition of the pumping stations and the extent of the modificaitons as required. Contact the city or the engineers for the exact time and place. - Ten to fifteen percent of construction supplies and materials shall be procured from minority-owned suppliers. Prior to award of a Contract, EPA will review the proposals with respect to the bidder's degree of compliance with the above goals; a low bidder who has not achieved these goals must demonstrate to the satisfaction of the Director, Office of Civil Rights and Urban Affairs, EPA Region X, that the goals are not attainable on the Contract work. All proposals must be submitted on the regular proposal forms and must be accompanied by a certified check, cash or bid bond in an amount equal to at least 5 percent of the total basic bid. A corporate surety bond in th6 full amount of the Contract will be required for the successful bidder to guaran tee faithful performance. The attention of Bidders is directed to the federal and state government requirements and conditions of employment to be observed and minimum wage rates to be paid under the contract. Bidders may submit proposals for one or more of the schedules of work. However, each schedule will be considered separately and bidders may not condition any proposal on being awarded any other schedule of work. If a bidder condition his bid, such condition shall be of no effect and the owner may reject the conditioned proposal. Any contract awarded under this IN V ITA TIO N TO BID is expected to be funded in part by a grant from the United States Environmental Protection Agency. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this IN V ITA TIO N TO BID or any resulting Contract. Bidders shall note the requirements of Environmental Protection Agency. Proposals must be accompanied by the completed and signed forms as stipulated in the specifications section titled "EPA Specifications Insert." Any contract or contracts awarded under this Advertisement for Bids are expected to be funded in part by a grant from the United States Environ mental Protection Agency. Neither the United States nor any of its depart ments, agencies or employees is or will be a party to this Advertisement for Bids or any resulting c o n tra c t. This p rocurem ent will be subject to regulations contained in 40 CFR 35.936, and 35.939. Before a contract will be awarded, compliance with all EPA requirements specified in the Contract Documents will be subject to EPA review and ap proval. Attention to the bidders is particularly called o the requirements as to con ditions of employment to be observed and minimum wage rates to be paid under the Contract. The work contemplated consists of schedules of the proposal as follows: SCHEDULE I - Street Improvements Construction consists of 1,280 cubic yards of exacavation, 2,259 linear feet of concrete curb construction, 3,162 square yards of two- (2) inch compacted thickness of Class C asphalt con crete pavement on base rock, 135 square yards of one and one half (1-1/2) inches compacted thickness of Class C asphalt concrete overlay, eleven (11) catch basins, 270 linear feet of storm sewer lateral construction, 200 square feet of sidewalk construction, and other miscellaneous construction items. SCHEDULE II - Storm Sewer Improvements - Construction consists of 1,146 linear feet of eighteen - (18) inch concrete sewer pipe, thirty-six (36) linear feet of fifteen- (15) inch concrete sewer pipe, 747.5 linear feet of twelve- (12) inch concrete sewer pipe, eight (8) standard manholes, one (1) ditch inlet, one (1) outfall structure with rip rap, and pavement restoration. The civil engineering element will include the design, developm ent of specifications, and construction inspection for systemwide trackwork, street and sidewalk reconstruction, stations, park and ride lots and traffic control. The prime consulting firms have been en couraged to make maximum possible use of A /E firms local to the North west. In addition, a goal of 10% participation by MBE firms has been established.
