PROJECT DESCRIPTION The thrust of the consultant work will be to address and resolve issues and concerns of these firms so that their requirements for remaining a viable business in Portland will be met. Such concerns include, remaining in the N.W . area, rail access, high visibility in a new location, and possible finan cial assistance. In addition, a detailed estimate of costs should be included in the proposal. Cost is not the dominant factor in the selection process. However, cost will be used in making the ultimate selection as a standard for comparing among firms the value of the services to be rendered. The maximum compensation available for the consultant work is $51,200. Proposals should be prepared simply and economically to provide a straight forward, concise delineation of capabilities proposed to satisfy the requirements of this RFP. Elaborate brochures or other representations are neither requested nor desired. The City may award a contract, based on initial proposal received, without discussion of such proposals. Therefore, each initial proposal should be submitted on the most favorable technical and financial terms that tha con sultant can submit to the City. This RFP does not commit the City to pay any cost* incurred in connection with any services. The City reserves the right, without qualification, to ac cept or reject any or all proposals, to negotiate with any and all intereated consultants regardless of the terms of the original proposal, and to request additional clarifying information. Those firms submitting written proposals will be advised of the firm selected. Three copies of the proposal must be received no later than 6:00 p.m., August 19, 1980.
