OBSERVATIONS From T h e Sidelines By Kathryn H. Bogle munity. For 72 years Black people have been a tte n d in g the public- events scheduled a ro un d the celebration o f the Rose. Back in “ We have recently returned from C anada where Queen R obin represented Portland at the Calgary Stampede. Mrs. Hanna and 1 were the queen’ s o ffic ia l chaperones for the trip and we were pleased to hear the nice things everyone had to say about Queen Robin. They felt that Robin is an outstanding girl doing an excellent job o f representing her com m unity.” Queen Robin w ill attend the Pen dleton Round-Up, Hanna said. She 1912. Black people had their first flower decorated float entry when Bethel A .M .E . Church entered their Sunday School clases. C h ild re n were seated around a rose-covered replica o f an early day schoolhouse. The float was entitled "Booker T. Washington's First Schoolhouse. ” A fter that first Boat, there were single entries o f rose-covered automobile, d rill teams and march ing bands. A ls o in e arly years, Robert Krohn, director o f physical education fo r the p u b lic schools, formed reviews o f calisthentics in the sta diu m and a few Black children found themselves involved w ith the festival through their at tendance at public school. Festival queens in those early days were always chosen from among the C ity ’s socialites, but eventually the practice o f choosing the queen and her princesses was altered. G irls from public schools became eligible candidates fo r the honor. It took many years before a Black girl was chosen to be princess. In recent years several schools have elected m inority as their princesses. This year o f 1980 found a court made up o f representatives o f many races gathered around Queen Robin Marks, a lovely Afro-Am erican girl. Queen R obin w ore her ro y a l robes w ith pleasing d ig n ity and poise, yet she retained her girlish en thusiasm lo r the coveted position o f honor and civic d istin ctio n as the reigning monarch o f Rosaria. “ Queen Robin is a super young la d y ," says C la yto n H anna, the executive director o f the Portland Rose Festival Associaiton. The P o rtla n d Rose Festival A s s o cia tio n fo rm e d in 1907, beckoned to Edward (Eddie) Cald well in 1975 and invited hint to join their 70-member board o f directors, all businessmen and women ot tl|v P o rtla n d c o m m u n ity w ith a re p re sen ta tive s p rin k lin g of housewives fo r good balance. These people are the wheels, or w heel-horses a cco rd in g to the viewpoint, that find the money, the people, and the place fo r a ll the fe s tiv itie s and fu n c tio n s fo r the entire Rose Festival. Sounds like a lot o f work? It is. C aldw ell consulted Paul C ook, manager o f the Portland main o f fice o l First State Bank. Cook, the " f i r s t ” Black to belong to the associatio n as a m em ber o l the executive board joined in 1971 and encouraged C a ld w e ll to sign on. Cook and Caldwell served together until Cook resigned in 1977 due to a lack o f time to continue. There is p le n ty o f w o rk fo r everyone, accordin g to C la y to n , H anna, executive d ire cto r o f the board o f d ire c to rs . " W e seldom meet as an e n tire b o a r d ," says Hanna. ‘ ‘ We conduct our business th ro u g h sm aller co m m ittees and meet in va rio u s business o ffic e s where we are welcome, in schools, or in hotels, wherever it is con venient. “ Our first need is to raise funds,” Hanna continued. "W e have ab solutely no public funds to finance tfie business end o f the Rose F estiva l. We m ust fin a n ce three parades, 14 scholarships o f 1,000 each fo r each girl o f the court, find money fo r all the court activities, the m ilk carton races - all o f it. Our members solicit funds from other business people or donations and gifts to offset the cost o f purchase price. “ Our budget o f $600,(KM) was met th is year o f 1980 by what the business people o f the com m unity raised, helped by our ticket sales o f parade seats, and the festival fun center. “ I he C ity does help by providing street cleaning, the use o f parks we need, fire bureau p ro tectio n and first aid, and, o f course, necessary police protection. “ Tourist prom otion is the incen tive fo r much that the Assocation docs and we do accom pany our behind-the-scenes activities with the publishing o f brochures and pam phlets concerning the com m un ity involvement with the Rose,” Hanna concluded. The 1980 event was w ritte n by M iss Freda W a lk e r and K G W ’ s John Davis w ill be host with Cora Smith o f Cora Smth H air Designs. The o u ts ta n d in g m usical g ro up "S h o c k ” w ill provide entertainment and dance at the celebration dance fo llo w in g the pageant. This year’ s 55 applicants applied and have been screened and judged to 11 finalist. Each one o f the young ladies are o u ts ta n d in g and is a sym bol fo r which they all stand, which is pride fo r the y o u th o f to d a y and tom orrow . However o nly one w ill reign as Miss Tan. The Black woman is taking her rig h tfu l place in the w orld o f beauty and fashion.
