When I walked through the
security gate, she was sitting on a
blue setee clutching a locker key and
occasionally straightening the change
so evenly arranged on a form ica
table. It had been live years since I
had seen her, longer yet since, in a lit
ot anger, she had told me where all
bad children go. I remembered the
lury in her eyes, the clenched lists,
and the belts, hair brushes, and
shoes, still warm from contacting my
bottom side. I he lury is gone now,
replaced by a deep hurt, but the lists
aie s till clenched, sweating and
holding dearly to that key.
I hugged her, called her mom, and
felt the dampness of a tear on my
cheek H iking the key from her
hand, I noticed its number, filty -
lour,the year of my birth, and retur­
ned it to her fingers, the look in her
lace telling me how much the irony
meant to her, bow hurt she was to be
hcie I hurl too, but I could not mat­
ch the pain in her lace.

impressed. The back o f her mind
tained steel gates, uniform s, nine
hours o f freeway, and a question for
tne-why? Why had I hurt her so?
And I ’ m prepared to explain how
three hot meals a day, recreation and
twice a week movies h u rt, but I
don't.
Last time I hurt, lying in a hospital
bed with th irty stitches in my ab­
domen, a journey to Keno kept ner
from my side. When I needed a
friend and sent her plane tickets
from A tla nta, she had to work; I
made the best o f my need with an
acquaintance. And now, separated
by a small form ica table, locked
behind steel doors, and restricted by
five pages o f regulations, I need not
explain what hurt is.
I thought about her yesterday
while walking the track, the red cin­
der clinging to my shoes, and an old
con resassuring me the world did not
end with a prison sentence. C on­
versation drifted to a dialogue on
mothers. Moms can put up with a
lot, he said; fathers, friends, lovers
and brothers are quick to desert an
imprisoned one. Hut, regardless ot

consent decree
The Community Relations Service
(CRS) o f the Department o f Justice
has obtained a negotiated settlement
o f civil suits charging the Atlanta,
Georgia, Departm ent o f Public
Safety
(DPS)
w ith
racial
discrimination.
CRS Director Gilbert Ci. Pompa
said the agreement, which formed
the basis for a consent decree, was
won in negotiations in v o lv in g
representatives o f the A fro -
Am erican P atrolm en's League,
Fraternal Order o f Police (FOP),
and the city.
The settlement ends a seven-year-
old dispute. The league sued the city
in 1973, alleging d is c rim in a tio n
against Blacks in h irin g and
promotion pratices. The FOP coun­
tered w ith a suit alleging reverse
discrimination.
While the city expressly denies the
allegations o f discrimination, it has
agreed to a number o f actions, in­
cluding the following:
- Black applicants rejected for entry-
level positions in DPS's Bureau of
Police between A p ril, 1971, and
December, 1974, may now reapply.
I f they pass the current selection
process, they will be hired and awar­
ded back pay.
--Certain white and Black officers
who were demoted in late 1974 from
the ranks o f captain, lieutenant, and
sergeant, and who are still with the
Bureau o f Police, may compete in a
new p ro m o tio n process to be
developed by the city and an in ­
dependent consultant.
A minimum o f nine captains, 20
lieutenant, and 40 sergeant positions
will be filled in this round o f promo­
tions.
The city also agreed to monitor
continuously its entry-level selection
process to insure that racial dis­
crimination does not occur. It is ex­
pected that the Bureau o f Police will
proceed to fill 200 officer positions
that it is authorized.
Implementing the agreement will
cost the city $370,000.
CRS was established by the Civil
Rights Act o f 1964 to help com ­
munities resolve racial and ethnic-
disputes. The agency conducts fo r­
mal negotiations when the parties
believe that it is a perferable way to
seek settlement o f their differences.

Food provided by the American Friends
Service Committee (Quakers) has arrived at the
Cambodian seaport o f Kompong Som. It is now
being distributed to the civilian population of
Cambodia, who are threatened with starvation.
This first Quaker shipment o f rice—con­
tributed by persons o f many faiths—was enough
food to feed more than 30,000 people for a month.
But the Quaker delegation which has just
visited Cambodia reports that much, much more is
needed. We are urging our government to carry
out the pledges it has made to help all the people
o f Cambodia. Our own efforts will continue to get
food, seeds, agricultural and fishing equipment
there. We are cooperating with OXFAM in Britain
and America, UNICEF and the International
Committee o f the Red Cross to get food to the
people who desperately need it. We are also
sending vitamins and medicines by air.

Here are the Follow- Through Keys as requested by some callers, regarding iny November
statement in the Observer. Over the past month, I have received phone calls asking just what
are the keys to SUCCESS. HAPPINESS. HEALTH, WEALTH MONEY and RESPECT
Some o f the callers gave me their opinion as to what they thought the keys should be.
None o f the callers seemed to understand that life is a succession or order unique to each in­
dividual. One person's cure car. be anothers poison.
First o f all, Follow-Through Keys are like a combination lock, there must be an order o f
understanding before you can make it work. Each individual is as different as their finger­
prints in such areas as (1) their actual position in life, relative to others (2) their age and sex.
(3) their personality. (4) their temperament. (5) their total performance ability before lear­
ning Follow-Through Keys. (6) their self inspirational and motivational index, reflected
front past experiences.
My Follow-Through concept is based upon the simple fact that all things in life and reality
are the results o f a specific succession or order; and learning how to recognize this tact is like
recognizing the correct piece o f a puzzle that fits another piece o f the same puzzle and then
putting them together until the puzzle is complete and going on to the next one.
