Atlanta signs consent decree The Community Relations Service (CRS) o f the Department o f Justice has obtained a negotiated settlement o f civil suits charging the Atlanta, Georgia, Departm ent o f Public Safety (DPS) w ith racial discrimination. CRS Director Gilbert Ci. Pompa said the agreement, which formed the basis for a consent decree, was won in negotiations in v o lv in g representatives o f the A fro - Am erican P atrolm en's League, Fraternal Order o f Police (FOP), and the city. The settlement ends a seven-year- old dispute. The league sued the city in 1973, alleging d is c rim in a tio n against Blacks in h irin g and promotion pratices. The FOP coun­ tered w ith a suit alleging reverse discrimination. While the city expressly denies the allegations o f discrimination, it has agreed to a number o f actions, in­ cluding the following: - Black applicants rejected for entry- level positions in DPS's Bureau of Police between A p ril, 1971, and December, 1974, may now reapply. I f they pass the current selection process, they will be hired and awar­ ded back pay. --Certain white and Black officers who were demoted in late 1974 from the ranks o f captain, lieutenant, and sergeant, and who are still with the Bureau o f Police, may compete in a new p ro m o tio n process to be developed by the city and an in ­ dependent consultant. A minimum o f nine captains, 20 lieutenant, and 40 sergeant positions will be filled in this round o f promo­ tions. The city also agreed to monitor continuously its entry-level selection process to insure that racial dis­ crimination does not occur. It is ex­ pected that the Bureau o f Police will proceed to fill 200 officer positions that it is authorized. Implementing the agreement will cost the city $370,000. CRS was established by the Civil Rights Act o f 1964 to help com ­ munities resolve racial and ethnic- disputes. The agency conducts fo r­ mal negotiations when the parties believe that it is a perferable way to seek settlement o f their differences. DO YOU NEED HELP?
