der-Treasurer, City H all, Bend, Oregon, until 10:30 a.m. local time, on the 12th
day o f December, 1979, and then w ill be publicly opened and read in the City
Commission room, 710 Wall Street, Bend, Oregon.
The work contemplated consists o f construction o f Schedule A (Subsystems C l B,
C2, and C3) and Schedule B(Subsystems G IB , G2, and G3), as follows:
SCHEDULE A PART I SEWERS
Approximately 38,870 linear leet o f 6-inch through 12-inch gravity sewer, 730
linear feet o f 1-1/2-inch and 8-inch pressure pipe, complete with manholes, Alden
and Wildcat wet wells, surface restoration, and related appurtenances.
SCHEDULE A PART 2
Approximately 19,500 linear feet o f 4-inch and 6-inch service connection pipe,
with surface restoration and other appurtenances.
SCHEDULE B PART 1 SEWERS
Approximately 52,200 linear feet o f 6-inch through 18-inch gravity sewer com­
plete with manholes, surface restoration, and related appurtenances.
SCHEDULE B P A R T 2 SERVICE CONNECTIONS
Approximately 9,500 linear feet o f 4-inch and 6-inch service connection pipe with
surface restoration and other appurtenances.
Drawings and Specifications may be examined in the office o f the Engineer, Bend
Engineering Consultants, 6I36O-5 South Highway 97, Bend, Oregon. A copy o f
the documents may be obtained at the Engineer’ s office upon payment o f $30 for
each document. No refunds w ill be made.
Each proposal must be submitted on the prescribed form and accompanied by a
certified check or bid bond executed on the prescribed form , payable to the City
o f Bend, Oregon, in an amount not less than 10 percent o f the amount bid. The
successful Bidder w ill be required to furnish the necessary additional bond(s) for
the faithful performance o f the contract, as prescribed in the contract documents.
Bidders on this project w ill be required to comply with the provisions o f the
President’ s Executive Order No. 11246 and requirements issued thereunder. The
requirements for Bidders and Contractors under this order are specified in the
conract documents.
The Bidder’ s attention is directed to the provisions o f these documents that relate
to the utilization o f m inority business enterprises during the performance period
o f the contract. The Environmental Protection Agency Region X has adopted
the following goals for this contract ;
Ten to fifteen percent o f construction work (on a dollar basis) shall be performed
by m inority subcontractors.
Ten to fifteen percent o f construction supplies and materials shall be procured
from minority-owned suppliers.
Prior to award o f a contract, EPA w ill review the proposals with respect to the
Bidder's degree o f compliance with the above goals; a low bidder who has not
achieved these goals must demonstrate to the satisfaction o f the Director, Office
o f C ivil Rights and Urban A ffairs, EPA Region X, that the goals are not at­
tainable on the contract work.
Any contract awarded under this IN V IT A TIO N TO BID is expected to be funded
in part by a grant from the United States Environmental Protection Agency.
Neither the United States nor any o f its departments, agencies, or employees is or
