"O n e had to w o rk hard to m a in ta in
a fa m ily . There were no social ser­
vices, o n ly neighbor helping neigh­
b o r,” said M s. T a y lo r. H er m other
and aunt w o rked as caterers, serving
sqaub under glass to clients but the
less exotic baked beans and bro w n
bread at home.

schoolteachers, settled in Spokane in

ploym e nt open to black wom en was
in d o m e s tic service. T h a t was in
1926. T o d a y, W ashing to n state has

re p re s e n ta tiv e . T h e se a n d o th e r
changes w o u ld not have happened
had it not been fo r the vig ila n t e ffo r ­
ts and vision o f the elders. T h is was
tr u e in W a s h in g to n as w e ll as
O re g o n , w h e re th e a n t i- B la c k
resident law was repealed in 1924 and
the firs t Black le gislator was elected
in 1970

The second large re c ru itm e n t o f
black w o rkers fro m the South d id
not occur u n til the governm ent m ade
an e ffo rt to swell the ranks o f c iv ilia n
w orkers in its w a rtim e plants d u rin g
W o r ld W a r I I . In P asco, W a s h ­
in g to n , the p o p u la tio n went fro m six
Blacks in 1940 to 2,500 by 1948, and
the parallel between the Roslyn set­
tlers in 1880s and the Pasco pioneers
o f 1940s are am azing. A t firs t there
was th e s u s p ic io n a n d la c k o f
coo pe ration fro m the residents, then
the fo rm a tio n o f a strong co m m u n ity
feeling.
The one th in g th a t Pasco d id not
have going fo r it, however, was the
awe in sp irin g beauty o f the Roslyn
m ou ntains o r the tem perate Seattle
weather. Ms. K atie M oo ne y recalled
that she cried every day fo r a year
when she looked o u t fro m her tra ile r
cam p o n to the tum blew eeds, sage­
brush and te rrib le dust storm s o f the
Plains area. But w ith in a short tim e
residents were able to b u ild th e ir ow n
homes and nestle in . W ith o u t m uch
help fro m the c ity fathe rs, they were
fo rc e d to lay th e ir o w n pipes fo r
w ater and sewage disposal. But they
had com e to stay. M s. M o o n e y d ried
her eyes and started the St. James

Pasco " h o m e . ” T h e y fo u n d th a t
c o lla rd s , m u sta rd , poke salad and
tu rn ip greens w o u ld g ro w in Pasco
and that the waters were fille d w ith
squaw fish, chiselm o uth and ca tfish
ju s t r ig h t f o r f r y in g . T h e y b u ilt
business e s ta b lis h m e n ts , lik e M s.
M o o n e y ’ s o w n A p e x C a fe w h e re
pa trons enjoyed her fam ous apple-
pie w ith beer crust.
So w h at Pasco la cke d in scenic
s p le n d o r was m o re th a n c o m p e n ­
sated fo r by the expansiveness o f the
hum an s p irit, and newcom ers lik e
Pat A lfo r d w ho had never heard o f
Pasco u n t il her h u s b a n d ’ s rece nt
re lo ca tio n there can say w ith p rid e ,
“ I love it here. T h is is m y hom e and I
w o u ld n 't w a n t to liv e a n y o th e r
place.”
N o one, it seems, has m ore zeal fo r
N o rth w e st liv in g and tra d itio n s than
do the recent transp la nts. The land
s e e m s to g ra b th e m and, in the true
n o rth w e s te rn b la c k tr a d itio n , they
