Invitation to Bid NOTICE OF INTENT TO FILE AN ENVIRONMENTAL IMPACT STATEMENT A Draft EIS is being developed for the proposed Genstar Development, planned community, in Cascade Park in Clark County, Washington. INVITATION TO BID ON EQUIPMENT TO BE FURNISHED CITY OF BEND, OREGON The City of Bend, Deschutes County, OR, hereinafter called the Owner, through BECON, hereinafter called teh Engineer, is inviting separate Proposals to furnish and deliver the following equipment: Contract No. 23. The Contract Documents for the Owner's purchase of equipment include the Bidding Requirements, the Proposal, the Contract forms, the General Con ditions, the Supplementary Conditions, and the Specifications Copies of the Contract Deocuments may be reviewed or obtained at the office of BECON (Bend Engineering Consultants), South Highway 97, Bend, OR 97701. The Resource Lending L ib ra ry (toys, games and child care equip ment) is utilized by certified family day care providers residing in the North and Northeast area. Prices quoted in the Proposal shall remain firm for a period of 90 days after the date stated tor opening of Proposals. Complete descriptive literature, as required by the Contract Documents, shall be submitted with the Bidder's Proposal for the Engineer's review and evaluation. Prices quoted shall be f.o.b. factory with freight and full insurance paid by the Bidder to the City of Bend, OR 97701. The successful Bidder for the following Contract will be required to furnish a Per formance and Payment Bond for faithful performance of the Contract in the full amount of the Contract price. Bidders on this work will be required to comply with the provisions of the President's Executive Order No. 11246 and requirements issued thereunder. X THE OREGON A R M Y N A T IO N A L G UARD The 3,600 acre project to be developed over a 20 year period consists of a plan ned community including approximately 9,000 housing units, 80 acres of com mercial and high density residential use, 480 acres for electronics industry use and 250 acres in public open space. The notice solicits comment from all interested parties respecting the environ mental impacts o, the protect. Comments may be submitted to CLIFFORD T. SAFRANSKI, environmental Officer at the U.S. Department of Housing and Ur ban Development, 520 S.W. Sixth Avenue, Portland, Oregon 97204, for 15 calendar days following publication of this notice. The draft EIS is expected to be distributed in 20 days following this notice. Copies of the draft EIS will be avail able for review at the HUD office previously cited All comments will be con sidered and substantive issues will be addressed in the Final Environmental Im pact Statement. The draft Environmental Impact Statement will be available for review, comment and copying during normal 8:00 a m. 4:30 p.m working hours, Monday through Friday except holidays, until 45 calendar days after it is released. Public Hearings were held by Clark County in April and May concerning this proposal and it was circulated for SEPA review according to State of Washington procedures. Because Clark County is one of the fastest growing counties in Washington the preparation of project by project EIS's does not adequately address the aggregate impact of development. The Area wide EIS will focus on planned and projected development and will cover major environmental issues associated with growth. It will not cover all the site specific information that might be necessary for an individual HUD project approval, however the Area-wide EIS will point out areas where particular problems exist and may require special attention if HUD is to approve housing development in that area This notice solicits comment from all interested parties respecting the environ mental impacts of the project.
