Irvington students w ill go to Fern- wood and to G rant, or to the Franklin Cluster. Boise students will go to Jackson and W ashington-M onroe High Schools, but can go to the Jackson cluster elementary schools. This plan also does not f it w ith D r. Blan chard’ s May 29th reorganization proposal, which refers to Boise students attending Jefferson and Washington-Monroe and Grant. Humboldt students will go to the Lincoln cluster. Eliot students will go to Buckman and on to Washington-Monroe, or they can go to the Hosford cluster and Cleveland. Dr. Blanchard also recommended that when students are recruited for the administrative transfer program, to attend schools other than the standard school assignments listed above, recruitm ent w ill be to a specified school in the alternative high school cluster. Recruitment for that school is to continue until “ not less than 15 percent, not more than 20 percent, voluntary transfers have been assigned.” Then students can be recruited to a second school in that cluster. “ Exceptions to the procedure will be limited to parents who have requested in writing an alternative school within the duster, despite the desire o f the district to follow this procedure.” Dr. Blanchard also recommended that students living in the Jefferson attendance area be allowed to attend Jefferson. “ W hile every e ffo rt is made to encourage parents to have their children who are in the transfer program attend high school in the at tendance area to which they have elected to be transferred, district practice has not been to refuse a transfer back to the ‘ neighborhood high school’ when the parent insists. In the case o f J e ffe rs o n H igh School w here this concern has been e x p re s s e d , any s tu d e n t re sid e n t in the J e ffe rs o n High School attendance aree has the rig h t to attend th a t high school irrespective o f prior involvem ent in the transfer program .
