Dunean, State Superin tendent o f Publie Instruction, is a man more concerned w ith the children in Oregon then trying to win any popularity contest at election time. Duncan easily proved this last week by the organization o f ten public school adm inistrators throughout the state who accom panied him inside the walls o f O.S.P. for answers to some o f the important questions from residents who reside inside. “ What are some o f the reasons youth become caught up in the criminal justice system, which even tually w ill place them behind these bars? “ Is it feasible to think that if our grade schools place more inference on the learning o f the laws, such an education might play a large role as a deterent to crime among youth? “ What type of image does a father PARKS PLANNING b PROGRAM DEVELOPMENT MANAGER Julius D. Ten prisoners — many o f them a product o f reform schools, juvenile homes, and jails — spent two hours conversing on the subject. Some are from broken homes and economically deprived backgrounds. They related how their lives might have been changed i f they had become more acquainted with laws at an early age. “ To know and understand certain things about laws and rights one can become knowledgeable enough to respect his and others,” answered one prisoner, who is now training to become a para-legal. Another prisoner related the fear o f his children idolizing the image o f their father being a tough guy because he’ s in p rison. “ James TREESONG OF DEATH In a barren land an aging mud brown dying tree stands alone. Tears fall from slender weeping limbs that grieve lost green leaves and throbbing ripe, red fruit. Once a pungent sap flowed throughout rots and veins o f this forgotten, many seamed and cracked tree. Birds o f prey and peace brought forth life and sang o f love and death within its brightly adorned limbs. But seasons came and went under the watchful eyes o f Master Time, whose companion Age came to roost vulturelike within sheltering branches. Now lifeblood seeps out, staining soil as it sings a death song, alone in final agony. by Robert F. Reeves Cagney and Burt Lancaster were the heroes in their prison movies.” He continued, “ Tours by young people should be conducted through these places for the truth and what type o f people these cages can produce after a long period o f time.” Both groups were very honest und above-board with their answers and questions. Both recognized they were not dealing with their own personal benefits, but the futures o f childrens lives. They discussed busing, racial differences, parents and teachers roles, com m unity acceptance and law enforcement, along w ith the image police and judges project on children today. Two hours is nothing but a drop in a bucket when discussing these im portant subjects. Verne Duncan knew this prior to his arranging this session. He also knew the prisoners respect him enough to participate wholeheartedly and that the ad m inistrators would listen w ith an open mind. ‘ Save any child fro m getting caught up in the crim inal justice system’ is Duncan’s motto, and he does care what price he has to pay doing it. At the conclusion o f this session Duncan and the school ad ministrators suggested more sessions be scheduled. All agreed to the idea. Oregon is fortunate to have a man such as Verne Duncan at the helm of the educational system. There are not education officials around who place the child first and their position and dollar second. Teachers strikes are proving this to be true. Judges jailing teachers are all part o f the law, but how do you explain such ac tions to a child? The cost o f a child being educated on how to respect the law today is far less expensive then more cells, prisons, and gas cham bers tomorrow. H ow ard, a m inister o f the American Baptist Churches in the U.S.A., is executive director o f the Black C o u n cil o f the Reformed Church in America, which has its headquarters in New York City. Since 1974 he has been vice president for justice, liberation and human fulfillm ent o f the National Council o f Churches. He is also a member o f the Unit o f Justice and Service o f the W orld Council o f Churches, an advisor to its Central C om m ittee and has served as moderator o f the WCC’s Program mer to Combat Racism. A native o f Americus, Georgia, Howard was educated at Morehouse College, A tla n ta , and Princeton T heological Sem inary. Before jo in in g the Reformed Church in America in 1972, he was campus minister at Rutgers University in New Brunswick, New Jersey, and associate pastor o f the First Baptist Church in Princeton. As president, H ow ard w ould preside over semi-annual meetings o f the council’ s 252-member policy making Governing Board and would represent the council before the public. M. W illiam Howard o f Princeton, New Jersey, is the choice o f the co u n cil’ s nom inating com m ittee, Robert W. Huston, the committee’s chairperson, announced. I f elected by the council’ s Governing Board in N ovem ber, H ow ard, 32, w ould become the youngest person ever to head the 28-year-old ecumenical organization. The presidential can didate proposed by the nominating com m ittee has never been suc cessfully challenged. Howard would be the eleventh president o f the National Council of Churches and its second Black president.
