Portland Observer Thursday, January 12, 11T8 Page 5 Black parant* organize ■ The Concerned Black Parents commit tee invites Black parents to join in their efforts to minimize the frustrations, inconviences, and inequities experienced by Black students involved in the Port land Public School busing program. The core group of CBP was organized in early December, 1977, and is composed of Black parents whose children are bused out of their community based schools into predominantly w hite student enrollment schools. Problems cited by Black parent's in volved in the Portland School District's busing program, include erratic student pick-ups and delivery services, unsafe bus loading areas, obscure bus route, inconvenient w aiting areas in inclement weather, and the hazardous over-crowd ing of student passengers are prompting this action. Although many Black parents support Portland School desegregation, they feel that the closure and reorganization of most community based elementary and high schools with predominantly Black student enrollment has forced families into compliance with racial desegregation policies. Some whites are now volun tarily bused into inner city schools, but Black families have seen their choice of attendance at community based schools systematically diminished to a forced one-way busing experience. The advent of early childhood educa tion schools, as opposed to kindergarten through eighth grade elementary schools, in the minority community has contri buted to an alarming number of youthful students standing unsheltered in pre dawn and after dusk hours, waiting for school bus arrival and delivery services. The Committee, co-chaired by Mrs. Joyce Payne and Charles Ford, has established as one of it ’s goals the advocacy for placing a middle school in the immediate community. The Concerned Black Parents commit tee will hold two Saturday meetings during the month of January at the King Neighborhood Facility, located at 4815 N .E . 7th Avenue. These upcoming meetings are scheduled for January 14th and January 28th. Both will begin at « n /vt „ Seminar explores electric rates Electricity is a fact of modern life.
