WHEREAS, Multnomah County recognises the important
contribution of the Black people to our national heritage; and
WHEREAS, it is appropriate that the contribution
be recognized by designating a special week,
NOW, THEREFORE, the Board of County Commissioners
proclaims that the week of February 13, 1977 be observed as
Black History Week in Multnomah County.

WHEREAS, Black Americans have been instrumental
in the growth and development of this
Nation since 1619 in all aspects of its
social, political, and cultural evolution,
and
WHEREAS, the Black Community of Oregon has contri­
buted greatly to the development of this
State and to the health, growth, and cul­
tural uniqueness of Oregon's population,
and
WHEREAS, the City of Portland and its Metropolitan
area is the home for 24,000 of the State's

And
WHEREAS, the Black population of Portland has through
the years attempted through civic activities
and citizen participation to enhance and
improve the reality and reputation of Port­
land as a true example of the American ideals
of democracy in practice;
NOW, THEREFORE, I, Neil Goldschmidt, Mayor of the City
of Portland, Oregon, the “City of Roses,"
do hereby proclaim February 8 - 1 4 , 1977,
to be
PORTLAND BLACK HISTORY WEEK
and urge all citizens to join with me in re­
cognition and appreciation of the many posi­
tive contributions of the Black Community to
our City and our State.
