Emanuel hires security man
Patrick F. Donaldson is the new
director of security at Emanuel Hospital.
As director of security. Donaldson will
be responsible for developing and imple­
menting policies and procedures regard
ing security and loss prevention for the
hospital. In establishing these policies
and procedures, he will work with
hospital personnel and existing com
munity and law enforcement agencies.
A graduate of Portland State Univer
sity. Donaldson received his bachelor of
science degree in sdministration of
justice. Presently, he is working on his
master's degree in public administration
Prior to joining the Rmanuel staff, the
new director of security was employed by
the Washington County Interagency
Burglary Investigation Team as a burg
lary prevention specialist. He has also
held positions with the Columbia Region
Association of Governments, the Mult
nomah County Hoard of Commissioners
and the Federal Bureau of Investigation.
Donaldson has served as chairman of
the Committee of Building Security.
Crime Prevention Association of Oregon;
the Committee on Building Security,
State of Oregon Structural Codes Advi­
sory Board, and the Washington County
Committee on Building Security.
He is a member of the Multnomah
County Women's Correction Task Force,
the National Police Community Relations
Officers Association, the National Crime
Prevention Association, the Crime P re­
vention Association of Oregon (executive
board member), the Metropolitan Crime
Prevention Consortium, the American
Society of Planning Officials, the A m eri­
can Society nt Industrial Security, the
National School Security Directors As­
sociation and the Metropolitan Planners
Association.
Donaldson is also an instructor of
Crime Prevention at Portland State
University, Portland Community College
and the State of Oregon Board of Police

Unemployment Insurance is not a welfare
program based on need. A worker earns
his right to benefits by:
(1) Having wages and weeks of work in
covered employment in a base year
sufficient to qualify
must work 18
weeks and earn an average of $20 per
week and earn at least $700 during the
base year.
(2) Meeting the eligibility require­
ments of being ready, able and willing to
accept suitable work.
(3) Registering for work in the Oregon
Job Service office.
(4) Actively seeking and unable to find
suitable work.
(5) Must have earned wages equal to
six times his weekly benefit amount in
employment (covered or not covered) for
service performed subsequent to the
beginning of a preceding benefit year if
benefits were paid to him in such
preceding benefit year.

Notice is hereby given that the City of Portland has filed a major
modification with the U.S. Department of Labor for federal funds
available under Title I of the Comprehensive Employment and Training
Act of 1973.
This modification extends the program year from June 30, 1976 to
September 30, 1976, and increases the grant allotment by $881,786
which will be obligated for expenditure June 30 to September 30, 1976.
The total amount of func^ availabe July 1, 1975 through September
30, 1976 is $6,237,443. Anticipated expenditures by cost categories are:
Adm inistration — $1,207,609, Allowances, $905,706, Participant Wages --'
$1,781,223, Fringe Benefits — $205,294, Training — $7W,775, and.
Services - 1,182,856.
Planned expenditures by program activities are: Classroom Training—'
$1,902,588, On-the-Job Training — $1,245,648, Work Experience —
$1,397,203, and Services to Participants — $1,492,004.
From July 1, 1975 through September 30, 1976, the program will enroll
4,564 individuals, of which 3,307 are new enrollments this year. A total
of 3,410 will leave the program as follows: Direct Placement — 542,
Indirect Placement — 569, Obtained Employment — 265, Other 'Positive
Termination — 292, and Non-Positive Termination -- 1,742.
