Angola is already integrally tied to the 77 non aligned nations and the ‘new world economic order’. The People's Republic of Angola will change the political geometry of Africa -- the debt service (interest rates) of Black African countries to New York banks (channeled through the World Hank) for 1976 is about $8 billion. The 77 non-aligned nations have called for a suspension of debt payment for a period of f =• years, and a raw materials for industry trade agreement along the lines outlined by Lyndon LaRouche's International D e velopment Bank proposal. Kissinger simply wants bilateral trade and debt refinancing agreements and the mainte nance of the looting process. p -B R A N D S Angola, under the pro-development pro-Soviet leadership of Agostinho Neto will not be to finance 'guerrilla war' aganist South Africa or Rhodesia - or Zaire or South Africa's illegally held colony. South West Africa, or anybody else. Instead, Angola will commit itself to the rapid industrial development, and the upgrading of its labor power. It will enter into a 'detente' with South Africa, tied to South Africa's pledge to dismantle the apartheid social structure, tied to South Africa's real commitment to the rapid upgrading of the living standards of enslaved South African Rlacks and 'colored' - actually, the whole of the South African working population. South Africa’s (1976) military budget could alone double finance committed to education, health, housing and agricul lure. An enormous amount of social wealth is lost in the policing and running of the racist structure. The People's Republic of Angola has already committed itself to ridding itself of the poverty, disease, and stagnation of 500 years of colonialism •• through the 'ladder process': skilled workers are upgraded into technical jobs, semi-skilled workers replace the previous skilled, while unskilled move into semi-skilled positions -- with this upward process characterizing the program.
