The tour August 17 19 will include both the Shake spearean and the Peter Britt Festivals. Tour members will see "Othello". The ever popular Bailey Family will be in concert Sunday, July 1 at 5:00 p.m. This outstanding group was featured at the Youth For Christ O ffensive at the Memorial Coliseum. The Baileys -- ages 18, 17 and 16 -- will release their first album this fall. August 10. 11. and 12 brings the “New Creation Singers" A nniversary Re union, featuring Miss Elaine Kelly of the Edwin Haw kins Singers. A banquet is planned for the evening of the Uth for present and former members of the "New Creation Singers" (Mara natha Youth Choir). This group has sung from coast to coast, and has released one album, “Let It Shine". The closing concert on Sunday at 3:00 p.m. will feature a mass choir of over 100 present and former members of the Youth Choir, Miss Kelly, and others. tral Concert in the Peter Britt Garden Pavilion, con ducted by John Trudeau, festival founder. It's about time that we ask City Hall to stop speaking with a forked tongue. Proposals come out of the various agencies and the Mayor's “office" glowing with verb- age about how the people come first. We recognize that proposals for federal dollars have to read that way: No liberal, noble and “I'm my brothers keeper" statements, no federal money. The problem is that after the money is in the city, lib eralism becomes conserva tive, nobility becomes tar nished and brothers forget their Christian ideals. There are two basic points that must be amplified in the situation concerning Model Cities employees who are to be phased out of employ ment. One is the question of qualifications. The question we must ask is whether passing out leaflets for a political candidate is an ex perience more qualifying for working in social programs and programming than work ing in a social program and gaining valuable expertise. The second point is also qualifications. Do we try to fit the Model Cities' em ployees into the City Civil Service system or do we make the City Civil Service system fit the people of Model Cities? There is a very basic difference. If the City Civil Service system is inadequate for classifying the skills of needed areas of expertise, then those persons with those skills can be hired outside of that system. The Model Cities’ employees must not be punished for the inadequacy of a system long over due for an overhaul or the shenanigans of those using the system as a tool of exclusion.
