A fte r holding a public hear ing. the CHPA Board of D ir ectors gave its approval to an application fo r a C ertificate of Need to txiiid a$6 m illio n acute care general hospital to serve the Tigard-Lake Oswego-Tu alatin area. The application now goes to the State Compre hensive Health Planning Com mittee fo r final approval under Oregon's new C ertificate of Need legislation. The vote bytheCHPA Board was 15 in favor, with 1 no vote by Multnomah County Com missioner Don C la rk. C 'ark did not object to the location fo r the hospital, but stated he would like to see scarce health d ollars spent on higher prio rity needs than hospital beds. C arl Lindgren, Adm inistra to r fo r the planned hospital, explained the $6 m illlonwould be raised by private bond sale by two cooperating hospitals, Emanuel and Physicians and Surgeons, and therefore, would not be money norm ally available fo r other health commitments. Need fo r the hospital was demonstrated to the planning body by CHPA staff members, who said the potential popula tion growth of the area w ill be 100% in the next 20 years. The Board was also told that considerable industral devel opment is taking place in the Durham - Tigard - Progress area west of 1-5. A high per centage of the land In the area is zoned fo r industrial devel opment. C la rk, a member of the Co lumbia Region Association of Governments Board, said this was not necessarily the best use fo r the land, and indicated CRAG had taken no official position. Other reasons given fo r the construction of the hospital included need fo r emergency health services. A number of freeways intersect and serve ths general area and could create a high volume need fo r emergency and outpatient care. The Board was told that the M eridian Park Hospital is a jo in t venture between Emanuel Hospital and Physicians and Surgeons Hospital, both non p ro fit Oregon Corporations. M eridian Park w ill provide general medical - surgical services. Plans call fo r 105 beds. The concept of the satellite hospital is to avoid duplication of the fa c ilitie s of the large medical center-type hospitals in Portland. Patients re q u ir ing specialized services ana fa cilitie s of a large hospital w ill be transported by heli copter and ground vehicles when such healthcare is need ed. The emphasis fo r Meridian Park w ill be to provide ser vices with maximum e ffi ciency and lowest cost com mensurate with quality health care.
