Bailey was bom in Marshall, Texas to the late Rev. and Mrs. V.M. Bailey. He received his elementary education in San Antonio, Texas. He moved to Oak land, California, where he graduated from Oakland High School. He received a B.A. Degree from Bishop College in Dallas, Texas. He did further studies at Southwestern Theological Semi P o rtla n d nary in Ft. Worth, Texas. He is an instructor at the Interrical Baptist Branch NACCP Institute. Endalkapchew Makonin of Ethopia to the post of Secretary General. Secre tary General Li Thant does not plan to run fo r re-election. The statement said in part, “ The United Nations must in fact be representative of the nations of the world regard less of race o r creed, if it hopes to remain alive. We beleive that the continent of A frica has her unique con tribution to make towards world peace.” They called upon the United States to support the candidacy of Makonin.
