The Kerner Commission
also pointed out that t h r
police are considered as es

Kerner also dated that
"A large ninnler of white
police officers working in
black ueighb' , <ls exhibit
prejudice t o . a r d s the
blacks."
A study made by the Uni
versity of Michigan shows
that the majority of police
officers are either "highly
prejudiced, extremely anti
Negro.” 38% or “ prejudic
ed. anti-Negro " 34%.
TTie U. S. Commission on
Civil Rights pointed out m
its report at 1961 that there
are three categories of po
lice violence:
1. Raeially motivated bru
tality
2 Violence as pugp-hnient
3. Coerced ~rmfessions
Tlie report went on to say
that the victims ol police bru

ROBINSON
The black man’s resent
ment of law enforcement
stems primarily from past
and present practices of po
lice brutality whether It be
a p e r s o n a l experience
or something learned from a
friend, relative or the mass
media
Other reasons for the
black man's lack of con/i-
dence in law enforedment
are the l a c k of adequate
protection of black citizens
fr< m criminal situations, ra
cial or otherwise, general
police prejudice and dis
crimination toward Wacks,
Improper police procedures’
that are sometimes Illegal;
the murder of Mark citizens
who arc unarmed and only
suspected of criminal activ
ity
and of course, the
lack of an effective griev
ance mechanism by which
blacks ran obtain justice
for police wrong-doing
George Edwards, author
of "I7 ir Police on the Urban
Frontier." stated that, "In
the black community, the po
lice are regarded as armed
invaders
The relationship
has rarely been happy in
the past, and today it it
strained Io the utmost In
most American cities police
men and poor Negroes live
in what can only be describ
ed as intermittent warfare
Hostility abounds on b o t h
sides — in the minds a n d
hearts of unemployed Negro ’
youths on g h e t t o streets
And in ihe minds and hearts
of wh te police officers who
may have to curb ghetto
protective armor "
The Honorable G e o r g e
Edwards, Judge of th e
United States court of Ap
peals for the sixth Circuit
aod Police Commissions of
Detroit from 1962 Io 1963
has written that, " T h e r e
are still white cops who
walked up to an obviously
drunken Negro, k n o c k e d
him down with his fist and
explained to Ihe young white
rookie: That's the way we
teach them respect. Now I'll
pick one for you and you
deck him ’ "
