PORTLAND/OBSERVER Thursday A pril 15, 1971 NDP second action y e a r 1. Portland’ s Neighborhood Development Program (NDF) is nearing the end of its F irs t Act ion Year (July 1,1970-June 30, 1971). Such Program covers p h y s ic a l im p r o v e m e n t activitie s in two Project Areas- Woodlawn and Irvington — both within Portland’ s Model Neighborhood. 2. Upon advice from HUD officials in \Yashington,D.C. an Application fo r extension of the NDP F irs t Action Year fo r a five - month period to December 1, 1971, was filed on February 24, 1971, with the Portland Area Office of HUD. This Application which would perm it execution of Program activities planned for the F i r s t Action Year to continue through the best weather months, has been approved by the Woodlawn and Irvington neighborhood organi zations, the M o d e lC itie s C iti- zens* Planning Board, the P o rt land Development Commission, the C ity Planning Commission, and the C ity Council. 3. The Portland Development Commission has ju st recently been advised that new HUD p o li cy onNDP’ s w ill not perm it ap proval of the Application fo r five month extension of the NDP firs t Action Year. H U D w ill, however accept such Application fo r pro cessing PROVIDED it is revised and expanded to cover a 12 month period from July 1, 1971, through June30,1972. Such revised Application w ill consti tute a program fo r Portland’ s NDP Second Action Year. 4. HUD has further indicated to the[?evelopmentCommission that it would consider a proposal fo r the addition of a new area un der the NDP provided HLD’ s c rite ria fo r addition of such area are met. It appears that the King/Vernon/Sabin Model C ities Planning Area is ap- propriate fo r inclusion as an NDP planning area with some possibility fo r action activities closely related to the Woodlawn Impact Area during the NDP Second Action Year provided appropriate plans can be developed fo r such activities. HUD policy, however, does not guarantee the inclusion of king Vernon Sabin, but it is the only area at this time which appears to fit HUD c rite ria fo r additional areas. 5. king/Vem on/Sabin are presently included in the F re - NDP #2 Planning Porgram which is funded fo r planning activities from Model Cities Supplemental Funds. The P re - NDP #2 Planning Program, however is funded only until A p ril 30, 1971. Budge« have been submitted to the City Demonstration Agency fo r ex tending the present Pre-N D T^ 2 Planning Contract to June 15, 1971, to coincide with the end of the Model C ities F irs t Action Year, and also fo r additional periods which would extend through the Model C ities Second Action Year (June 16,1971- June 15,1972). Such funding is de pendent upon p rio ritie s establi shed by the Citizens’ Planning Board and approval of the Model C ities Second Action Year Pro gram by HUD. 6. Under the Pre - NDP #2 planning Program , the k in g / Vernon / Sabin area has assurance of funding fo r plann ing activities only until A p ril 30, 1971, possibly extended to June 15, 1971.
