Ruth Smalley, coordinator of cafete rias in the Portland Public Schools. M rs. Smalley said the asso ciation's position is that the lunch program should be put on the same financial basis as other parts of the public sciujcl system. "S u c h an approach would e l i m i n a t e the stigma of pau perism tor children whose par ents cannot afford to buy them lunch," she noted. "A ls o , it would remove school adminis tra to rs from the role of social workers and eliminate the ad m inistrative absurdity of feed ing some of our school children and not o th e rs." M rs. Smalley pointed out that "How can we say that a nation of such affluence as ours does not have money to properly feed its children who are here, hun gry and helpless through no fault of th e ir own?" Perryman asked. " I t 's time to take school food service out of the country store and put it into the school as part and parcel of educa tio n ."
