Hofer & Sons, with headquarters in Salem, received $400 for industrial publicity from the Pacific Telephone & Telegraph com pany during the eight months' pe riod ended August 31, 1922. C. F. Adams received $408 during the same period, while Fren (J. Buchtel, ex-member of the public service commission, received $750. . The payment to Buchtel, accord ing to the expense account, covered services in assembling facts bear ing on the recall and in connection with the case of Robert Duncan and others against the public service commission; the rate case now be fore the commission; the confisca tion case now in the federal courts, and general consultation with re lation to meeting and satisfying complaints of telephone1 users as ex perienced by public authorities. COURT CASE IS POSSIBLE six Five Offers Made for Purchase of First Block of $300,000, but All Are Too Low. Legal status of the $3,000,000 issue of school bonds, voted recently by Portland people for construction of new buildings, will be fixed by an opinion to be obtained from Storey. Thorndyke, Palmer & Dodge, inter nationally known specialists of New York. Such was the formal action of the members of the board of edu cation taken at a meeting late yes terday afternoon upon recommenda tion of Frank L. Shull, chairman, and Stanley Myers, district attor ney, adviser to the directors. This opinion. If it states unequivo cally that the bonds are without legal impediment, will settle the question which arose when a Chi cago law firm, acting for a pur chaser of $300,000 of the issue, de clared them fatally defective be cause of a technical alleged error in posting of the election notices. It is conceded generally that a fav orable opinion from this firm of specialists will be sufficient to guarantee the issue to the most ex acting buyers or agents for buyers. Court Action May Be Taken. In case the bond specialists find in the issue any flaws, these will e referred formally to the supreme court of Oregon for an opinion, with suggestions as to how they may be remedied, and it is altogether prob able, according to the district at torney, that the matter can be ad justed speedily. Bids for the first block of $300,000 of the bonds put on the market were rejected yesterday after the business committee of the school board had scrutinized them. When the bids were opened at noon it was found that five offers had been made by three different firms or combinations of firms. After some little discussion it was agreed to refer the bids to the business com mittee, with Director Thomas added to its membership. J. K. Martin. as chairman of the committee, reported during the aft ernoon that all the bids had been turned down. The next step, he said, will be to prove the legality of the bonds. "The bids were not satisfactory," sam Chairman Martin. "It was our opinion that we can obtain better bids once the legality of the bonds nas Deen established to the satisfac tion of everyone." Cyrus Pierre Bid Bent. : The bid of Cyrus Peirce & Co ii conjunction with the Bankers' Trust company of New York, offering to take the bonds at 4 per cent in terest and pay a premium of $1617 was found the best of those tendered yesterday. Clark, Kendall Co. of Portland, in co-operation with Halsey, Stuart & Co. of Chicago, made a bid of par for the bonds if issued at 4 per cent interest. If issued at 5 per cent interest this combination of firms offered a premium of $2250. They presented a third offer, in which they pledged to engage a noted bond attorney to pass on the issue and defend it, upon payment of three-fourths of 1 per cent. Robertson & Kwing, Portland firm, presented a bid offering to take the bonds at par if issued to yield 4i per cent interest. They demanded an option, however, on the errtire issue of $3,000,000. The block of bonds offered yes terday bad once been sold to a syn dicate composed of the Ladd & Til ton bank and two Chicago bond houses, but was turned back when the firm of attorneys employed by them found a technicality they could criticise in the call for the bond election. When the school board met to consider the matter last Friday a syndicate composed of six local bond houses presented a bid under which they offered to take the entire issue Jit par and $3000 premium if issued to yield 5 per cent. V-feN-OOTJVrcR. Wash.. Nov. 20. (Special.) Jeremiah Cramer, 03 years of age and a cook at Denny's Last Chance cafe, which was raided Saturday night, today pleaded guilty to having liquor in his possession and was sentenced to 30 days in the county jail. Charles Dennison, oper ator of the place, also was arrested and pleaded not guilty. Cramer told the court that the eight pints of liquor found in the basement of the restaurant were his exclusive prop erty. J. A. Morgan, federal prohibition agent, who led the raiding officers, discovered that Cramer was his uncle by marriage. Morgan lives near Tacoma and did not know his wife's uncle was in Vancouver. He had seen him only once or twice be fore and did not place him until Cramer told him his name. LAWMAKERS IN HARNESS Poindexter Only Northwest Sen ator Absent at Opening. THE OREGONIAN NEWS BUREAU, Washington, D. C, Nov. 20. All of the six Pacific northwest senators were here today for the conven ing of the extra session of congress and answered the rollcall, except Senator Poindexter, who failed to get back from a departmental er rand in time for the opening of the session. In the house Representatives Hawley and Sinnott of Oregon, Had ley, Johnson, Summers and Webster of Washington, and French and Smith of Idaho were well down in front when the names were called. Representative Johnson announced that the immigration committee, of which he is chairman, will probably plunge at once into hearings on his bill to exclude from admission to this country .aliens ineligible to citizenship. 5 BOYS IN GANG JAILED Robberies and Stealing of Autos Admitted by Astoria Lads. ASTORIA, Or.. Nov. 20. (Special.) Five boys, ranging from 15 to 17 years of age, were arrested by the police last night and today and were said to have confessed to breaking into local stores and also to steal ing automobiles. Two of the lads when captured had an automobile which they had stolen from William Luoma and taken for a joy ride. They were intoxicated at the time and informed the officers they pro cured the liquor, from George Mice, who has also been arrested. The boys arested are William Palo, William Erickson, Oscar Kantola, Ellis Jakola and Alvin Nelson. - AVater Diversion Plan Held Up. WALLA WALLA, Wash., Nov. 20. (Special.) Members of the water commission at a special meeting to day voted eight to two that the question of diverting water around the city reservoir be held in abey ance until further study and investi gations are made and the plan is found necessary. Burghduff to night attended the annual clam ban quet given by the Wing, Fin and Fleetfoot club of La Grande for the purpose of hearing the club's argu ments in favor of installing another fish hatchery in eastern Oregon, presumably in Wallowa county, and to enlarge the present hatchery sit uated at Union. Governor-elect Pierce spoke concerning his cam paign. Salvaged Iron Is Sold. ASTORIA, Or.. Nov. 20. (Special.) The Hammond Lumber company has sold all scrap iron, steel and brass remaining in the ruins of the mill which burned several weeks ago to Alex Seeve of Seattle. The debris will be sent to Seattle at once so the mill site will be clear and ready for bulkheading and fill ing as soon as the company decides on the plans for the reconstruction of the plant.
