THE MORNING OREGONIAN, SATURDAY, SEPTE3IBER 30, 1922 BIG POWER PROJECT FAVORED li RE Irrigation Near Snake River Planned by Citizens. $10,000,000 TO BE SPENT OT Engineers Outline Contemplated Improvement in AValla Walla and Franklin Counties. Development of waterpower pro jects and Irrigation works on a tremendous scale on the Snake river and making- fertile a large acreage In Walla Walla and Franklin coun ties, Washington, is the subject of a. report recently made to a group of citizens of both counties by E. G. Hopson, Portland manager and ir rigation expert. The project as a whole involves an expenditure- of more than $10. 000,000. In a tentative stage as yet. It promises, if carried through to completion, to bring about the most extensrve development by use of electric power for irrigation in the Columbia river watershed. It was estimated in the report of Engineer Hopson that 100,000 horsepower will be developed by harnessing: the waters of the Snake river ior commercial purposes. Generating: Cost Lm, The electricity will be generated at low cost. It was said, and will be made available for sale in east ern Oregon and Washington dis tricts, being distributed over a wide area. It la supposed this new sup ply will have a material effect in reducing the cost of power to con sumers in those sections. It Is proposed to use power for pumping water to 80,000 acres of land near Burbank and Pasco. The irrigation system will include three large districts already completed and under ditch as well as large ad ditional acreage of sagebrush land Of the highest fertility. Navigability of the. Snake river, too, will be improved very much by completion of the proposed work, since the Construction of two locks at the proposed dam on Snake river will permit boats to pass dangerous rapids that .are at present practi cally impassible save at high-water etages. State Approval Sought. The, committee of Walla Walla and Franklin counties men, who are behind .the project, will proceed, first, to obtain the approval of the state reclamation board. It is said, before attempting to finance and construct the project. "The development of this work," said Mr Hopson, "and others like it will go a long way toward realizing the hopes of Portland business in terests in obtaining complete open river navigation with the inland empire. It is likely the co-operation of the federal government will be extended to this project in con nection with these contemplated navigation improvements." $150,000 MILL BURNS Lmmber and Shingle Plant at (' Elbe, Wash., Is Destroyed. EATONVILLE, Wash., Sept. 29. (Special.) The sawmill of the Elbe Lumber & Shingle company at Elbe, 15 miles south of Katonville, was razed by fire last, night. ITire of un determined origin started at 10:30 under the planing- mill and burned the entire plant. The ca pacity of the mill was 70,000 feet daily. John Patton, manager, said today the company has not yet decided on rebuilding, but will decide soon. Timber holdings of the company are large and include some of the finest timber in the state. This is the second time fire has destroyed the plant. The first occurred when the founder, the father of the present head of the company, was living. Assessment Ratio Is 42 Per Cent. KELSO, Wash., Sept. 29. (Spe cial.) Cowlitz county's total as sessed valuation Is placed at $17, 211,000 by the state equalization board, which placed this county's ratio of assessed valuation to real valuation at 42 "per cent. Only five counties in ' the state are given a higher ratio than this county, the highest helng 46 per cent. Auto Goes Off Bridge. LA GRANDE. Or., Sept. 29. (Spe- I cial.) Mrs. Glen Lincoln of Cove was seriously Injured when the auto ' in which she was riding went off a bridge while trying to pass an other vehicle, smashing into the rocky bottom of the creek. Newspaper Interest Sold. MONTESANO, Wash., Sept. 29. (Special.) Announcement was made today of the sale of the interest of Dan Cloud In the Montesano Vldette to Roy G. Rosenthal, editor of the University .District Herald, Seattle. Mr. Rosenthal will arrive in Monte sano about October 15 to take up active direction of the paper.
