Charles Hall .has withdrawn as an independent candidate for gov ernor. By inference, his withdrawal is in favor of Walter M. Pierce, democratic nominee. In making his withdrawal and is suing his statement outlining the reason, Mr. Hall has confirmed ru mors which were current 10 days ago, rumors which predicted this very course of action on his part. Mr. Hall has advanced the com pulsory educational measure as his reason for stepping out of the con test. Withdrawal of Mr. Hall means that the leaders of the Ku Klux Klan and the Federation of Patriotic Societies, who were at loggerheads, have buried the hatchet. The klan has been working for Pierce and the federation leaders were backing Hall. As this was develop ing into a dangerous split within the ranks of the forces behind the school bill, negotiations were made which united the klan and federa tion and is designed to place these votes1n the democratic camp. Statement Is Made. It is said that Hall's announce ment of withdrawal was to have been kept quiet until it would be too late for any other independent to get into the race by petiiton, but those who brought about the har . many between klan and federation talked and soon the Han withdrawal became an open, secret and it was given publicity in the federation newspaper. Mr. Hall's statement follows: PORTLAND, Or., Sept. 1, 1022. The duty of the hour for all patriotic Amer icans is courasreous adherence to funda mental American ideals and principles. It was because of the apparent neces sity of presenting vital issues to the people of the state of Oregon that I . became a candidate for governor in the republican primaries and not because of my personal ambition. My support In the primary came from those who believe in the principles of the proposed compulsory school bill and other meas- ures affecting the public educational system and who also, approve my views on economics and administrative policies. The court contest made after the pri maries brought out distinctly, and were it not for the decision of the courts that democrats could invade the repub lican primaries on election day solely upon religious grounds, I would have received the certificate of nomination as the regular republican candidate, and that I actually was nominated by the republican voters of the 'state. Until the past week there was no candidate for governor other than my self who openly and boldly espoused the principles which originally caused me to become a candidate. However, during the past week, public statements of ether candidates have been printed which will have the effect of making those issues clear-cut before the people of Oregon. For these reasons, and because prin ciple is above my personal ambition, I shall take steps to have my name with drawn from the ballot. Upon all my friends and especially those who so splendidly upheld our prin ciples during the contests this year, I urge energetic, earnest support and ad vocacy of the compulsory school bill this fall. CHARLES HALL. Hall's Nomination Fought. : Mr. Hall would not have been brought Into the field as an inde pendent had Pierce given publicity to his commitment to the school bill earlier. Hall was nominated as an independent by a meeting of voters at Pythian hall two weeks ago, because Pierce had not satis fied the forces behind the school bill as to where he stood. Mr. Pierce had prepared his statement, dated September 3. and this was known to klan officers, but not to federation officers, so the latter proceeded to nominate Hall as an independent. .-.Clansmen ' undertook to prevent Hall's nomination at the meeting, but were defeated. Followed pub lication of Pierce's stand on the school bilL The klan was satisfied with Pierce's position and the federation, having brought out Hall, after his defeat in the republican primaries, was detemined to keep him as the third man in the race. As the klan and federation want the school measure adopted, it was realized that there would be a division of their followers if Pierce and Hall were contenders for this vote. The result of the matter was that Hall was induced to withdraw and signed his statement to that effect Saturday, September 16, although on the following day he informed a lepresentative of The Oregonian that he would remain in the cam paign to the finish and that there was nothing to the rumors that he would withdraw. With Hall eliminated, the klan and federation are now backing Pierce because of his announcement favoring the school bill. The klan has a grudge of its own against Governor Olcott because of his stand against that secret society during the primary campaign. Appajently, the November cam. paign is to have the same elements Injected as the primaries had. CERTIFICATE MUST BE FILED Reasons for Withdrawal Are Required by Law. SALEM. Or., Sept. 22. (Special.) If Charles Hall, independent candi date for governor at the November election, desires to withdraw from the contest it will be necessary for him to file with the secretary of state a certificate setting out rea sons which are considered sufficient under the law. This was the announcement made by the secretary of state today, fol lowing receipt of an unofficial re port from Portland that Mr. Hall had decided to withdraw fom the gubernatorial race in favor of Wal ter Pierce, the democratic nominee. In case Mr. Hall files a certificate at withdrawal with the secretary of state it probably will be referred to the attorney-general before any de cision is announced by the state de partment. The statute covering the case reads: "Any person who has been nom inated and accepted some nomina tion, as provided in this act, may cause his name to be withdrawn from nomination at any time prior to the election by a writing declin ing the nomination, stating the rea son, signed and acknowledged by him before some officer authorized by the laws of this state to make acknowledgments of deeds and cer tified by such officer, and by filing the same with the secretary of state 1 or the county clerk or clerks or other 'officer with whom the certificate nominating him as a candidate was I filed. "Such withdrawal may be sent by telegram to the secretary of state through a county clerk, as provided by section 3933 in case of certificated of nomination. STUDENTS WIN HONORS Portland and Nyssa Young Folk Undergraduate Leaders. WHITMAN COLLEGE, Walla Walla, Wash., Sept. 22. (Special.) ! Jack Gurian of Portland, basketball star at Whitman college and presl dent of the associated student body, was among the 11 students who re ceived undergraduate honors during the college year of 1921-22. The an nouncement of the honor students signifying that the student has maintained an average of more than 90 per cent for all three terms of the college, also includes the name of another Oregon student, Huldan Marian Lowe of Nyssa. Both are members of the junior class. Miss Lowe also holds. the distinc tion of being vice-president of the associated student body. TRADE EXPERT. IN CITY H. AV. lleegstra About to Start on Three-Year Trip. H. W. Heegltra, foreign trade ex pert, was in Portland yesterday, just about to hop off again on a journey around the world that will occupy the next three years. With Mrs. Heegstra, who, with her hus band Is reveling in the scenic at tractions of the northwest, the com mereial explorer will sail from Los Angeles in ten days on his ion journey. Mr. and Mrs. Heegstra took a ride over the Columbia highway Tuesday and Thursday they witnessed the Pendleton Round-up. Both declared yesterday they are charmed with the northwest. Trains to Be Restored. RAYMOND, Wash.. Sept. 22. (Special.) Official announcement has been received here by E. C. Richmond, secretary of the Ray mond Business Men's association, that passenger trains 593 and 594 will be restored October 1. This will restore passenger schedule and mail service on the Willapa harbor branch of the Northern Pacific as it existed before the strike. The Portland Chamber of Commerce, under the auspices of the trade and commercial department, will run a special train of excursionists of Portland's ' leading business and financial men to this city Tuesday, October 26, arriving at 11:52 A.
