No EXCHANGE EVEN GOES UP Fractional Declines Noted la Gen eral Railroad Ijisfc Bonds Firm and Active. (By Chicago Tribune Leased "Wire.) NEW YORK Sept. 15. Probably at tsaclon was directed with more or less interest today to the movement or tn Turkish army toward Constantinople than to domestic considerations bearing en the market. The possible complica tions to which the imagination of th cof respondents lent itself provided mate rials for the old-fashioned and familiar "war scare" a they have not been pro vided since the Russians were anvms the Pole into Warsaw, early in 1920. But the markets, although they dis cussed the dispatches from Athens and Smyrna, were not visibly affected by them. Even the rates of exchange on the various European markets went mod erately higher today, the foreign stock markets hardly moved and pur ewn stock market, although more or less ir regular, ended as a whole higher than yesterday's closings. The German mark recovered along with the other European exchanges, apparently not being greatly influenced by Germany's new insistence that the condition of Belgium's con cettflon of a moratorium are too hard - h& TJ 11 tha morlta ha VM BTAWn aceustomed to Germany's programme of action on sucn occasions. On the Stock Exchange the day's busi ness, although large itt total ir&nsac-tinnci- was bo peculiarly concentrated in a. eomDaratlvely small list of stocks (many of them of altogether minor im portance) as to indicate nothing but ac tivities of professional traders. The railway shares did not continue their advance of the day before and there were a good many fractional de? cllnes la the general list. Nevertheless, advances predominated and some of them ran to two points or more. The bond market was active and generally firm, but with some renewed weakness in French government and municipal secu rities. . There have been some extremely large over - the - counter trades in first-class bonds during the last few days. In some eases these transactions have been at prices that do not entirely square with the current quotations on the New York tetock Exchange. These dealt, of course, are by private agreement and can b made at any price satisfactory to the buyer and seller without regard to what may be the current quotations. It was reported today that a round half million of Chicago, Burlington & Quincy, Illinois division 3s, were sold across the coun ter at 85 flat. The Stock Exchange quo tation, on extremely email dealings, was Speculation is rife in the financial dis trict regarding the possible action to be taken by directors of the American Ice company when they meet for dividend action later in the month. In the later dealings it sold off to 650. si which price it elosed. An exceedingly wealthy but eccentric man dropped in to see the president of ene of Wall street's banks this week and gave an order for $1,250,000 worth of first-grade bonds. "I want these bonds," he told the banker, "all or more, at the prices indi cated and will not pay one cent over.1' "What is to become of these bonds ?" asked the banker. "They are going directly inte my safe ty deposit vault, and I can pledge you my word they will stay there." The order was promptly filled, al though en a number of the issues it meant a concession of as mueh as three or four points. The only bond market change ef conse quence occurred in the foreign quarter, where unsettling European developments? brought about decided heaviness. Losses in this department ran as much as a point. Paris, Lyons and Mediterranean 6s were offered down to 74 from an opening price of 75. Czechoslovakia 8s fell nearly a point, while Denmark 8s also developed weakness. French Repub lic as were elf - at midday and Depart, meat of Seine 7s & point. , Kleing tendencies were less nre- neunced in the railway bond section. special rise of 3 points occurred in Lake Brie & Western firsts. A building permit every ll1 minutes! A significant figure in determining your property values, or in making plans for the future IN arriving at property values or deciding upon a course of action to follow with respect to any holding, building permit statistics are of vital ' importance to owners. They are one of the bar ometers of business conditions. From January 1 to September 1 of this year, 10,241 permits were issued in Portland one every 11 minutes during each business day of eight hours. Thoughtful property owners will analyze the effect which the condition indicated by these figures has upon their property andVents. They will decide whether a permit every llVfc minutes is evidence of over-building. They will decide whether it is time to sell or hold, a time to build or to wait. Are you trying to solve these questions alone? Or do you have the counsel and guidance of experts in such matters? Our training and experience is at your disposal. UfDCSTKY BEGINNING TO SPEED CP. Settling of Coal Strike Has Beneficial Effect on Business NEW YORK, Sept. 15. Bradstreet's tomorrow will say: The better feeling viKihla In trade and industry as a re sult of the coal strike settlement has been increased by further improvement In the railroad traffic situation, while rain and oooler weather in large crop areas have given an impetus to, fall buying, which is, however, concededly late. It is probable, too, that the apparent ap proach of the end of nearly two years of tariff agitation has been beneficial, whatever the immediate result as to duties may be. There is, of course, a great deal of Ir regularity still visible In various lines, but the big salient feature, that Ameri can Industry Is not to be longer starved in the matter of fuel supply, has un doubtedly made for a speeding up of industry, which slowed so dangerously in some lines In August. Wholesale and Jobbing trade has been better in many cities; retail trade has also measurably improved; Industry, par ticularly in Iron and steel and New Eng land cotton manufacturing, has gone ahead with more confidence; demand from strike-ridden regions has again Begun to manifest life, and collections are a ttViariA hntter. .
