THE MORXIXG- OKEGOXIAX, THURSDAY, JANUARY 19, 1922 13 I r V It I IB1YTI11I1 CEFilTERSADVDGATED General Pershing Includes Camp Lewis in Scheme. STAFF PLANS OUTLINED House Military Committee Told to Weed Out Inefficient Of ficers in Service. WASHINGTON. D. C. Jan. 18. Re tention by the war department of nine main training centers, one in each corps area, and of a number of other special camps, was recommended to day by General Pershing:, chief of staff, at a hearing before the bouse military committee. Ueneral Pershing: recommended re ' tention as military training centers of the following;: Camp Devens. Massachusetts; DIx, Nerw Jersey; Meade. Maryland; McClel Jan, Alabama; Knox, Kentucky; Cus ter. Michigan: Fort Riley, Kansas Travis. Texas, and Lewis, Wash ington. As suDDlementarr camps for mob lllzation and training of national guard, reserve units and special de tachments, the general urged reten tion of Camps Upton. New l oric; iee, Virginia; Jackson, South Carolina; Bherman, Ohio; Grant, Illinois; Pike, Arkansas, and Dodge, Iowa. Srbool Consolidation Planned. The war department's programme, General Pershing said, calls for the consolidation of Camp Bragg, North Carolina, of field artillery schools east of the Mississippi river and retention for the present, at least, of the artil lery school at Fort Bill, Oklahoma. A number of war department's rec ommendations are In direct variance from those of the house sub-commit tee. which has recommended disposl tlon of a large number of military res ervations. Opposition to the proposed consolidation at Camp Benning, Geor gia, or the tank corps school at Camp Meade, Maryland, the engineering echool at Humphreys. Virginia, and the signal corps school at Camp Al fred Vail, New Jersey, was expressed by General Pershing. Inefficient Officers Not Wanted. He recommended immediate weed ing out of inefficient officers In the ree-ular army, especially thoes in the higher grades, and declared it was Im perative that an efficient officer force of approximately n.uuu Da retained bv the war department. General Pershing read a letter from Marshal Foch In which the latter em Dhasized the necessity of maintaining an efficient officer strength. The present officer personnel, the general declared. Is "top-heavy," with promo tions too rapid in lower grades and too many inefficient officers in the high grades. He recommended a board of five general officers to clear the active list of the least effective otri cers, with the prospect of bringing the officer strength down to 1J.00U. This accomplished, efforts should be made, he said, to build up the lower grades by appointment of capable second-lieutenants and by rigid require ments for promotion. Army Reduction Opposed. Expressing: opposition to furtherj reduction of the enlisted strength 01 the army. General Pershing declared - "-that -undr--prsant--oonditlona-. Uuu total regular force Is the least that we should think of maintaining, es pecially when we consider the mani fold duties It Is called upon to per form and it Is urgently recommended that no further reduction be made." 'Under the pressure of economic conditions, the size of tha regular army was restricted to 150,000 men," he said. "About 17,000 have been al lotted to the Philippine Islands, 15,00-0 to the Hawaiian islands and 12,500 to the Panama canal zone. This leaver lighfly more than 100,000 for service within the United States, from which must be deducted the army of occupa tion In Germany. Omitting the staff organizations and coast defense troops they would, when completed, number 70,000 to 75.000 troops for field service. These troops consti tute our expeditionary forces to meet jany sudden emergency and serve to protect our borders." Vocational Training Criticised. After Chairman McKenzie had de clared that although the sub-committee which recommended disposal cf scores of army tracts did not wish to do anything that would "cripple or destroy" the efficiency of the mili tary service. It folt further economies must be put Into effect by either cut ting down the army or the number of camps and the activities undertaken at various units. General Pershing asserted he was opposed to "this vo cational training stuff." Side-line ac tivities, he'added, should be dispensed with. Chairman Kahn remarked that there was a feeling in the house that altogether too much money was be ing spent for military purposes. Obituary. Douglas Gibson Leitcli. MORMA TALMADGE displays all of the personality, which has 1 made her beloved by film fans, in "Love's Redemption," now at the Liberty theater. It is a thoroughly satisfying vehicle for her charms and she ecores a success, as always. The story Is nothing out of the ordinary. The plot has been done countless times before. It is the story of a West Indian girl, the daughter of a Spanish beauty and an English man, who regenerates and marries an English nobleman. The girl journeys with her husband to England, where the snobbish family makes life miser able for her. If it were not for the splendid act ing of Miss Talmadge and Harrison Ford and the delightful settings, the picture probably would not be of un usual interest. "Love's Redemption" is vibrant with Miss Talmadge and she has new opportunities in the role of the Jamaican girl, who can man age the natives of the Island and who never has had any difficulty in look ing after herself. Tropical scenes make a fitting background for Miss Talmadge's beauty and the earlier scenes on the Island are picturesque. Later, in England, Miss Talmadge delights her feminine admirers by displaying some of the latest fashions in gowns. She is at her best, however, as the im petuous "Ginger," who is never hap pier than when helping some one else. It is her desire to be of service which first starts her on the task of re deeming the young Englishman from drink. "No Woman Knows." which Is the film version of Edna Ferber-a magazine masterpiece. "Fanny Herself." This Is the latest Hpartinn tn cnme from the producers of "Conflict," which recently enjoyed such a successful run at the Blue Mouse theater here. . Much Interest Is being shown in the east in "Cablria." the picture from the story by the temperamental poet warrior of Flume, Gabrlele d'Annun zlo. "Cablria," though now seven years old, is creating even more en thusiasm than when it was first pro duced. "Cablria," In addition to be ing an interesting photoplay, with a spectacular love story, is also an edu cational spectacle. The story deals with the love of a Roman maiden, sold In slavery in Carthage. The story also deals with the Punic wars, with the famous Hannibal and his passage of the Alps. - All of its de tails are historically correct. D'An nunzio, who personally directed the filming bf the picture, spent many months in various European libraries gathering data for Its production. In connection with the announce ment that the picture feature which will open at the Hippodrome today will be Conway Tearle in "The Road of Ambition," Is another announce ment that the Hippodrome will from this afternoon on give continuous performances every day of the week Instead of Saturdays, Sundays and holidays. Norma Talmade'a latest production, "Smilin' Through." has been booked for showing, at the Liberty, accord ing to an announcement made yester day by Paul Noble. ''Smilin' Through" is the story of a young girl's love and an old man's hatred. It is a "period" story, the prologue being laid in the early '70s. It is the play in which Jane Cowl scored such a triumph. Critics who have viewed the finished film say that it is one of the mast beautiful of the Tal madge productions. mons, C87 East Main, January 10, a daugh ter. HERZ To Mr. and Mrs. A. P.
