Proprietor Declares Work of Sep arating Club I'rom Hostelry Is Already .Started. The Gnr?n Wffi hotI, ngro cen ter on North Broadway, wa &a vd from a license revocation by the rtty council yesterday on condition that the hotel be completely divorced from the Golden West Athletic club, con ducted In the basement, through con struction of a separate entrance to the club. In spfte of police failure to ehtaln a conviction on gambling charges (ollowini; a raid on the club rooms early iri December, the council sentiment for revocation was strong. All members of the council de elared that In spite of flat denials by W. P. Allen and George P. Moore, proprietors of the hotel, they were convinced that gambling had been in progress in the club. Commissioners Blgelow and Barbur moved to revoke 1 the hotel license, but by a vote of Mayor Baker nd Commissioners Mann and Pier, the matter was laid on the table for ten days on condi tion that Immediate steps be taken to block the entrance from the hotel lobby to the basement .and that an outside entrance to the club be pro vided. Change Declared started. John II. Stevenson, attorney of the hotel men, assured the council that uch steps were already under way. He and George Moore, one of the proprietors, had advanced the solu tion. Mayor Baker and Commissioner Mann contended that to close the hotel and clubrooms would be merely scat tering the negro patrons throughout th city to cause trouble elsewhere. Moore assumed a somewhat bellig erent attitude when testifying. He said that whenever anything hap pened in the vicinity of the hotel that he got the blame for It. In a letter submitted to Chief of Police Jenkins relative to the hearing, he had sug gested that if the police would take as much pains in raiding any of the first-class hotels of the city they would have more law violation evi dence in their hands than the Golden West ever yielded. Signal Device Admitted. Moore admitted the existence of a "dimmer" signalling device by which lights in the club might be turned off by a push button from above, but de clared that it was a signal to call the proprietor which had been installed when telephone rates got too high. He explained the show of money on the table at the time of the police raid as a search for 1885 pennies for which someone was paying a premium of 10 rents. Moore said he would not vouch for the truth of the statement but was- merely repeating the story as related to him by one of the negroes t the table. The club is not connected with the hotel organization but is an Incorpo rated Institution under the state laws which rents Quarters In the hotel, ac cording to Moore. Moore and others connected with the hotel are Included In the list of club officers. BID SYSTEM IS REVISED Contractors Must Make Tenders on Alternate Contract. All bidders on large improvement contracts hereafter will be required to submit alternative bids on the basis of monthly progress payments and payment at completion of work, according to announcement yesterday of Commissioner Barbur. The deci sion was reached after City Attorney Grant had ruled that it might legally be required. The step Is taken to force contrac tors to give the property owners the benefit of the progress payment sys tem In a reduction of bids if they feel hat it is sufficiently to their advan tage to work under it. Under the present system the contractor may be paid 80 per cent monthly on th work actually completed In warrants draw ing 6 per cent. Mr. Barbur holds that the system is advantageous in financ ing tho contractor with little capital. Jf alternative bids Indicate that con tractors are willing to work more cheaply under the progress payment plan the bids will be let on that basis; otherwlso it will be discontin ued and payment made In a lump Bum at completion, with a saving of the Interest on the warrants. WAYSON HEARING ENDED Testimony Taken at Trlvate Trobe Will Go to Washington. The preliminary private hearing of Tr. N. E. Wayson of tlee public 'health service, on charges brought by Ralph Jlorr of Seattle, vice-commander of disabled veterans of the world war, eame to a. close yesterday. Dr. Hugh de Va.ltn and Dr. Duncan McCalman of the public health service depart ment at Washington. D. C. had been listening to the testimony for two weeks. A transcript of the testimony is to lie forwarded to the surgeon-general t Washington, where the Investiga tion will be continued. Dr. de Valin said before he left Portland that the testimony wa not made public be rauee Dr. Wayson wa-s not on trial, but merely his questioned conduct was under Investigation.
