LARGER FORCE PUT ON Doctors Declare That More Itigitl Control of Manufacture of All Kinds of Drugs Is Needed. NEW YORK, Dec. 7. (Special.) Synthetic cocaine, heroin and other habit-forming" drugs, manufactured In Qermany, are being smuggled into the United States in large quantities, and the smuggling has become so Bortous that the United States gov ernment has put 150 more agents in this district, Dr. Carleton Simon, spe cial deputy police commissioner In charge of the narcotics division, told 75 members of the Brooklyn Medical society In the trial room at police headquarters. The society met there Instead of Us usual place so that Dr. Simon might by exhibits demonstrate what had been accomplished by his division. Dr. Simon said he had received Information that Germans were manufacturing by synthetic processes certainly cocaine, and probably heroin, novocain, aminol, pyranadon, veronal, sulfonal and encaln, and were smuggling them into this coun try, frequently by the way of South Amera. He said the great profit In the sale of smuggled drugs made this possible. , cartel renallle Wanted. Germany, he said, developed this lynthetlc method of manufacture during the war, when cut off by the blockade from the supply of leaves and vegetable extracts from which theso drugs are usually derived. He advocated legislation by congress to provide Increased penalties for drug muggling and said It should be con sidered constructive treason. Dr. Simon said that, despite the popular opinion, very few cases of drug addiction according to his ex perience were caused by physicians' prescriptions, and that It was the exception for either a physician or a druggist to violate the drug law. "I am proud to say," he continued, "that not a physician or a druggist was among the 2010 persons arrested In connection with the drug traffic since I have been in charge of the narcotic division." Many drug preparations are not only "produced under filthy condi tions, but contain filthy material," Bald Dr. W. S. Hubbard, associate chemist of the bureau of chemistry of the United States department of agriculture, who spoke before mem bers of the food and drug section of the American Public Health associa tion. Dr. Hubbard further asserted that advertising laws were needed in every state in the union to prevent false and fraudulent claims from being made through newspapers by the manufacturers of such drugs. "Many of the states, and most of the cities, lack adequate drug laws," he said. "The enforcement, where there is a law, is frequently lacking, due to inability to obtain properly trained men. The bureau of chemis try offers co-operation to the extent of indicating the kind of analysis and the training of men. Strict Control Suggented. "Every city and state should con trol all pharmaceutical preparations and patent medicines, and they can obtain help from the bureau of chem istry In their analysis and interpre tation of results." . Dr. Harold J. Knapp, city chemist of Cleveland, O., also suggested that the federal laws fell short In their "failure to exercise control over ad vertising and Interstate commerce in drugs." The public was warned against extravagant claims advanced on be nalf of vitamines by Dr. William H. Lipman of Chicago, who used the paraphrase: " 'Vitamine,' what crimes arc committed in thy name," and j continued: vTho patent medicino man and f.he cure-all manufacturer were not slow In taking advantage of the vitamine theory and the great publicity it has received during the Rast few years. The public has been 11' rally flooded with preparations in the shape of foods, drugs and confections that are supposed to be chockful of vitamines and will cure almost any human ill, as well as preserve youth and en hance beauty." The Helenlc American 1. acne, spon sored by Greek ex-service men of the late world war, is one of the latest organizations in Portland for the pur. pose of advancing: Americanization. Its temporary organization was ef fected about a month ago, and per manent officers will bs elected next week. The league, which hag its head quarters at 311 Dekum building, now has 75 members. As soon as the elec tion is held it will make application for a state charter. It proposes to hold monthly meetings and to take up other work In which Americani zation will be made a special feature. 4Full membership Is held only by-ex-service men, but auxiliary mem bership is granted to ail Cireeks who have taken out their first citizenship papers, and special attention will be given to fitting them for full citizen ship. The nominations for president of the league are: J. Faturis and A. Andeopolis; for vice-president, Aleck Karahales: secretary, J. Sigris; treas urer. T. Givas and Pete Losakos; his torian, G. Gcnopolls. Nominations have have been made also for a board of three trustees, a chaplain and a ser geant at arms. . Knights Meet In Pondlolon. PENDLETON, Or.. Dec. 13. (Spe cial.)
