STOCKMEN REALIZE NEEDS Hope fop Improvement In Trans portation and Slaughter of Food Animals Expressed. PHILADELPHIA, Oct. 17. Im provement in the treatment given range stock in the United States has been outstanding in the last year, Dr. TV. O. Stillman of Albany. N. Y., presi dent of the American Humane asso ciation, declared today in opening the association's convention. He said the stock is no longer al lowed to drift before the wintry gales and perieli. "Rang utockmen." Dr. Stillman de clared, "are awakening to the neces sity for improvement if their herds are not to be wiped out of existence." The 'Transportation and Slaughter of Our Food Animals" was the sub ject discussed by Dr. Francis H. Kowley, president of the American Humane Education society. "The fact is that so lone as men Insist on eating; meat the chances of the cruelties of transporting; and laus;hterinir food animals will con tinue in spite of everything humane organization, can do," Dr. Kowley aid. "We may be able to modify them in some respects as we have in the past, but humanity must either become completely civilized or else (rive up eating meat altogether be fore the problem can be solved. "To transport these food animals and to slaUBhter them by thoroughly humane means and processes would Involve expense that would make the whole business prohibitive. "We can not got animals from the farm to points of slaughter, hundreds and sometimes more than a thousand miles away, save by methods that mean suffering to them. To take the time to provide such help as would be Just and fair to them and to fur nish anch trains as would make pos sible the proper feeding: and water ing of them, where they would have the conveniences that fair treatment would demand, and then to slaughter them by methods that avoid all fright and suffering to do this would be to spend far more money than any business corporation could ever get out of the transaction. "Thus, you see, humanity must he come more civilized or else give up eating meat altogether before this problem can b solved." FOCH TO VISIT PflffTUHD STATE DEPARTMENT OF LE GION GETS NEWS. 'World War Leader to Tour Pacific Coast Following Attendance at Arms Conference. Marshal Ferdinand Foch, general issimo of the allied armies, is to visit Portland. This information has been received through private telegrams. Follow ing the American Legion convention In Kansas City Marshal Foch will return to Washington, where he will attend the- disarmament conference. Immediately thereafter he will visit Milwaukee, Minneapolis, St. Paul, Butte, Spokane, Seattle, Portland, San Francisco and Los Angelea. For the last few weeks the state department of the American Legion of Oregon, Washington and California has been directing all available in fluence toward the bringing of Mar shal Foch to Portland. Several days ago Lane Ooodell, state commander, and R J. Elvers, stale adjutant, tele graphed American Legion headquar ters In Indianapolis seeking the aid of the national body in bringing Marshal Foch here. "We are greatly pleased to learn that our leader during the world war will be In Portland," Bald Mr. Eivers last night.
