Although the phrase Is borrowed from a previous occupant at the White House, the Harding administration has undertaken an Macld test" of the sincerity ot the leading- nations of the world. The forthcoming conference on the limitations of armaments 1 simply that and nothing more. The confer ence will enable the controlling na tions of the two hemispheres to put down In writing some of the lofty professions an sentiments that have echoed around the world since the aigning of the armistice. It Is no longer a secret that the United State took the lead in bring ing; about this conference because It is the nation best able to continue to arm in the future. The last thing the president of the United States deairea. the last thing that President Harding would want to engage in, would be an armament race with any other nation or any other combina tion, of nations. Sincerity Is Expected. Plain and sincere words are likely to be uttered across the armament conference. Since when it comes time for the United States government to place its cards upon the tables, they will be face up. There will be suffi cient publicity to the conference to let the world know that if the other nations are not willing to keep frankly and freely with the United States In bringing about what Presi dent Harding terms "approximate dis. armament," the United States will set a pace that will completely crush those who attempt to compete. It Is becoming clearer as the con ference approaches that one of two things must happen. Either there will be an agreement to limit armaments- in the future not a halting, hesitating agreement, but a whole hearted one or there will grow out of the parley a staggering era of war preparation. For If the other nations refuse to join with the United States in the limitation of armaments, it would be plain to all that this coun try is Isolated and must prepare to take a completely Independent part in world affairs. It is unthinkable, of course, to the Washington administration that the other nations will not gladly Join the United States, and it is difficult to envisage a refusal at this time of the leadership offered. The Washington administration feels that the nations Invited to the conference hold the peace ot the world in their hands. Therefore the forth coming conference holds the issue of war or peace. If the nations are earnestly desirous of peace, the United States, the most powerful of them all, is willing to meet them more than half way. As a matter of fact, military and naval men already are declaring that the United States has shown its earnestness by virtually disarming In the advance of the conference. . The army is being cut down to what amounts to little more than garrison strength, or a national police force. Building has been stopped on many important naval vessels of the first rank, while other vessels are being allowed to fall into a non-serviceable condition, due to the lack of per sonnel sufficient to keep the estab lishment up to anything like its war time strength. People Want Peace. However, It will be suicidal for the other nations of the world to mistake the sentiment of the United States. There Is pacifist sentiment In the United States simply because the America people are always ready to attribute high motives to other peo ples and are unwilling to believe that any other peoples or any other gov ernments would contemplate war with this country. L-t he drift of the forthcoming conference show a belligerent attitude on the part of other nations, and the sentiment of the American people would swing overnight. It has swung just as quickly before. The more that Washington observers and diplomats tudy the coming conference at close range, the more delicate they realise its deliberations will be. President Harding and Secretary ol Stats Hughes are earnestly endeav or ins; to find a means of completent publicity possible to all that goes on in the conference chamber, but it Is realised that after all is said and done If the sessions were to be opened to the public always they would drift Into extremely fornlal affairs with a lot of oratory for home consumption, while the real agreements would be reached In private conferences at tended by only a few of the dele Sates. Of this, however, there can be no doubt: greater efforts will be made toward complete publicity than ever were attempted at any International gathering of slm'lar Importance. DR. He Joined the Ameri can conferrnce from the Wcslcyan conference 33 yars ago. He has been a citizen of the United States for 32 rears. He received his degree as doctor of divinity at Albion college, Michigan, lie has been a member of three gen eral conferences of the Methodist Kptscopal church, and ten years ago -was delegate together with the late Hishop Hashford to the British and Irish conferences beld In Bradford and Dublin. "We are a family who are very close to one another and we long to get together again." said pr. Stans fleld last night. "That is why I could not resist the invitation to go east." Dr. Stansfleld has been an out standing figure in church circles here since his coming five years ago. At the annual conference he has been a conspicuous and Important character, serving on committees and lending himself unreservedly to the service of the church in all its interests. He has always responded enthusiastically to the numerous calls extended to him to deliver addresses and lec tures not only in Portland, but throughout the northwest. He has been unusually successful In his work among the young people. During- the war Dr. Stansfleld was one of the hardest workers in the various drives and his services were always gladly given in any of the multitudinous efforts that were put forth in the cause of the country and its allies. In the Methodist Episcopal church ministers are assigned to pulpits only by the bishops and In this case the highly complimentary feature is that the congregation in Chicago asked Bishop Nicholson by unanimous peti tion to arrange with Bishop Shepard of the Portland area for the release of Dr. Stansfleld that he might be their pastor. In the usual routing of affairs. Bishop Shepard will assign Dr. Stans fleld to the Chicago pulpit when the Oregon conference meets and will an nounce at the same time who will succeed hln as pastor at First church. It is a campaign, not for dollars, but for 'Ttooseveltiana" for all sorts of material relating to Theodore Roose velt, from specimens of his hand writing to photographs of his pet ene. mles. The object of the drive Is to bring together a great collection which will enable posterity so far as possible to see Colonel Roosevelt as his own generation saw him. and will supply historical writers with the material they need to give a clear impression of Roosevelt's times.
